RuneScape players managing player owned ports have a valuable resource in the bureaucrat. This crewmember can be purchased upon unlocking the scythe (cherrywood) region, but usually has to be a second priority behind recruiting some basic crew and possibly ship upgrades.
Bureaucrats take a lower priority because their cost is steeper; 1,200 chimes and 500 cherry compared to 500 chimes 140 cherry for regular crew. Chimes aren't too hard to get, but cherry is precious initially in the scythe region.
We will look at some base stats to see where bureaucrats compare with other crew members.
Bureaucrats have a base stat of 250 morale, 250 combat, and 250 seafaring (750 total.) Scythe crewmen have a base stat of 750 in their respective skill. Cherrywood golems (500 chimes, 220 cherry) start out at 500 combat 300 morale. Hook region crewmember Feral Chimera (1,200 chimes, 400 slate) starts out with the same 500 combat and 350 morale.)
For solo skill missions, five crewmen who specialize in that skill give the best percentage. For two skill missions, feral chimeras are better than straight crew if it is combat-morale, as they are slightly better than golems and already leveled, golems are redundant at this stage. In this scenario, and more potently in other two skill missions, bureaucrats are essential. For three skill missions, they evenly distribute skills, enabling RuneScape players to better juggle the ship's stats.
The most important feature of the bureaucrat is it adds a bonus of 75 solidarity to each crew member in each stat. Those numbers add up fast, and thus having a bureaucrat is essential on all but solo trait missions.
