RuneScape has declared four levels at which they propose involvement in the 2007 old school servers. The Feb. 13, 2013 newsflash detailed the four levels.
If 50,000 RuneScape members vote in favor of the 2007 old school servers, Jagex will establish the servers, requiring an additional $15 a month membership to access them, and performing only critical maintenance.
If 250,000 RuneScape players vote in favor of the 2007 old school servers, Jagex will only charge an additional $5 a month to access, and will perform basic maintenance, bug fixes, and minor improvements, and possibly combat botting should it get problematic.
If 500,000 RuneScape players vote in favor, there will not be an additional membership fee to access these servers, they will receive regular maintenance, and some content updates.
If 750,000 players vote in favor of the 2007 old school servers, the servers will be open to free players as well as members, receive continuous maintenance, and players will be able to give feedback and participate in polls to that effect.
Voting begins Feb. 15, 2013. As all players have nothing to lose by seeing these servers return, it's better to have them available should the player want to return later.
Evolution of combat will not be removed from the game. The 2007 old school servers are being proposed as an option for RuneScape players who are dissatisfied both with the post-Grand Exchange updates as well as the evolution of combat.
