Rough Road Rescue begins “Breaking the Chains” project

In recent weeks an anonymous donor contacted Perryville City officials with a proposal to get Perryville and Perry County dogs off of their chains. Although the offer was substantial, Perryville officials didn’t feel they could meet the donor’s stipulation of a city wide tethering law.

Rough Road Rescue had agreed to erect donated kennels in the original deal if the city would accept the proposal. When the city declined, the rescue struck up an agreement with the donor who ended up providing the rescue with 15 kennels for distribution.

Two weeks ago, Steve Svehla, founder of Rough Road Rescue, along with volunteers Todd Waller and Travis Moore, began erecting kennels throughout Perry County. 13 of the donated kennels have already been erected. Recipients of the remaining two kennels have already been approved and the kennels will be placed soon.

Svehla said the demeanor of the dogs changed instantly once they came off the chains. “15 kennels is not quite what the original offer was, but it’s a start”, said Svehla. "At least now there are 15 fewer dogs on chains."

It is unclear at this point whether or not the anonymous donor will contribute any additional kennels but there are now 15 dogs in Perry County that are in better circumstances because of the contribution.
