The previous article in this series discussed restructuring the state government of Massachusetts. This article will focus on Michigan.
The Department of Licensing and Regulatory Affairs can be renamed the Department of Commerce, and obtain the following agencies: Department of Insurance and Financial Services, Economic Development Corporation, Gaming Control Board, Land Bank Fast Track Authority, State Lottery and Charitable Gaming, State Housing Development Authority, Business One Stop, and the Workforce Development Agency.
The Department of Education could obtain the following agencies: Center for Educational Performance and Information, Education Trust, Library of Michigan, Student Financial Aid, and the Council for Arts and Cultural Affairs.
The Department of Community Health and the Department of Human Services could merge to form the Department of Health and Human Services. The agencies it would obtain include the following: Office of Services to the Aging, Disability Resources, and Emerging Disease Issues.
A Department of Justice should be established, and be headed by the Attorney General. The agencies it obtains would be the Department of Civil Rights, Department of Corrections, State Police, and Commission on Law Enforcement Standards.
A Department of the Interior can be established, and the agencies it obtains can consist of the following: Department of Environmental Quality, Department of Natural Resources, Mackinac State Historic Parks, Land Use Institute, Travel & Tourism, and the State Historic Preservation Office (from the Housing Development Authority).
The Department of Technology, Management, and Budget could be renamed the Department of General Services, and obtain the following agencies: Records Management, Civil Service Commission, Office of the State Employer, Newswire, and eStore.
The Department of State should obtain the Archives of Michigan (from the Department of Natural Resources) and MiDeal, the Department of Transportation would obtain Automotive Regulation (from the Department of State) and Driver Responsibility, and the Department of Treasury can obtain the Tax Tribunal (from the Department of Licensing and Regulatory Affairs) and the Earned Income Tax Credit.
The Department of Agriculture and Rural Development could be renamed the Department of Agriculture.
The Film Office and Community Service Commission should be privatized, while the Circuit Courts, Municipal Courts, and Probate Court would be eliminated (and their duties transferred to the District Courts).
