Republicans demand spending cuts for extending UI benefits; no mention of Tier 5 for 99ers
The lame duck session of Congress begins November 15 and Republicans are already pushing their weight around when it comes to extending unemployment benefits for those who will be ending benefits if the November 30 deadline is not extended.
Newly empowered Tea Party Republicans want spending cuts of $5 billion to $6 billion a month as a condition for extending emergency unemployment benefits that are scheduled to expire next month for millions of Americans.
Up to 2 million people could lose the benefits — which average $310 a week nationwide — during the holiday season if the still Democratic-controlled Congress doesn't act in the postelection lame-duck session. The expiration could affect as many as 5 million by the end of February.

Tea Party Republicans are also looking to extend $700 billion in tax cuts to the most wealthy without looking for any type of spending reductions. Tea Party Republicans seem to feel that the wealthy need more help than the unemployed, but then that isn’t such a surprise. Tea Party Republicans are willing to bust the budget for the wealthy but will not allow emergency spending for the unemployed. Unless Democrats bend to Tea Party Republicans's demands, extended unemployment benefits will end for those going to a new Tier of benefits after November 30.
If unemployment benefits are not extended by January 1, two million unemployed will see their benefits end.
In an Arthur Delaney HuffPost report: Two million people will prematurely lose their unemployment insurance this holiday season unless Congress reauthorizes the benefits by the end of November, according to an updated analysis by the National Employment Law Project.
Using data from the Department of Labor, NELP estimated last week that 1.2 million would be cut off from aid. On Thursday NELP updated that analysis to include 800,000 people receiving Extended Benefits in 24 states where the program "sunsets" the instant federal funding is cut off.
Those people will "experience a near-immediate termination of extended benefits if the federal program is not renewed," according to NELP.
Secretary of Labor’s statement that unemployment benefits need to be extended
The Secretary of Labor, Hilda Solis, released a statement November 5 that shows her desire to see unemployment benefits extended to those who will otherwise exhaust benefits on November 30:

"One year ago, I reported an unemployment rate of 10.1 percent — the highest rate we had seen since 1983. Since then, the actions taken by the Obama administration have lowered unemployment by half a point, reflecting in more than 1.1 million jobs created in the private sector this year.
"While the economy continues to grow, there is more work that needs to be done to get Americans back to work. Everyone agrees on the problem. Both parties must now come together to solve it.
"With millions of Americans still looking for work, now is not the time to cut key safety net programs like Unemployment Insurance. The Emergency Unemployment Compensation program is set to expire at the end of November. If that happens, 2 million people will lose benefits in December and 6 million by the end of next year.
"While we are on the path of job creation, we cannot forget the millions of Americans who, through no fault of their own, are still unemployed and looking for work. Safety net programs like the Unemployment Insurance program have long been known to be a cost-effective way of keeping families afloat during difficult economic periods, while also serving to boost the overall economy.
"With nearly five job seekers for every job opening, many people will necessarily have to rely on the Unemployment Insurance system until the economy returns to pre-recession levels. We should not allow Americans to suffer when they have done nothing wrong.
"Making progress on the very serious problems facing this country will require everyone to put politics aside and work together to continue to create jobs, grow the economy and provide temporary help to those who are looking for work. I look forward to playing a constructive role in that process."
It seems unusual that a Secretary of Labor would come forward with a request to extend unemployment benefits, which could underscore that the job numbers are not as good as the main stream media and the Democrats are advertising. It could also put some weight behind the need to extend benefits during the lame duck session of Congress which starts November 15.
What about the 99ers?
As you can see from the previous stories, 99ers are not mentioned. That’s unfortunate for the 4-5 million unemployed who have exhausted their benefits – the 99ers. Is there a chance that a 99er package such as The Americnas Want to Work Act, which would add up to 20 weeks of UI benefits in states with an unemployment rate of 7.5% or greater, could be passed? Anything is possible, but if Tea Party Republicans are demanding budget cuts for benefit extensions up to 99 weeks that same demand is likely to be required to extend benefits beyond 99 weeks. Would Teapublicans (easier to type than Tea Party Republicans) allow stimulus finds to be used for 99er benefits? Possibly. Would Democrats agree to use stimulus funds? Possibly. But with so much on the lame duck schedule, it would take a smoothly running Congress for both measures to pass.
And while Tepublicans demand tax cuts for the rich and hold the unemployed hostage to budget cuts, there are now a record number of Americans on SNAP – food stamps.

A stunning 42,389,619 now use food stamps, up 58.5 percent from August 2007, according to U.S. Department of Agriculture data from August cited in the story.
That means nearly 14 percent of American households are still relying on government assistance to buy food as the economy continues to batter families. The total was up 1.3 percent from July.

America can now boast the following disturbing statistics:
1 in 7 live in poverty, 1 in 5 children live in poverty, 1 in 6 don't have health insurance, 1 in 5 are unemployed/underemployed, 1 in 7 are mortgage delinquent, 2/3 live paycheck to paycheck, 42 million are using food stamps and 53 percent are "very concerned" or "somewhat concerned" about having the money to make their monthly mortgage payment. The US has the greatest income inequality since just prior to the Great Depression. We rank in the top 1/3 of world income inequality between Cameroon and Uruguay; and the US has more income inequality than Indonesia, Russia, China and Turkey.
Congress needs to respond quickly to both regular and 99er unemployment benefit extensions or those numbers will get much worse even more quickly.

BTW, for those that don't know, about 150k people enter the workforce every month. Which means we broke even this past month.
If 1.15 million jobs were created a month, then in about 2 years, we would be done to almost zero unemployment.
So Obama trying to make it sound like 150k jobs created in a month is good news, really just makes me think that he believes we are all idiots.

A little perspective here. Not a single Tea Party victor will be seated before January 2011. And Senator Reid and Speaker Pelosi also control the legislative agenda until January. So, it is up to them, or our President to bring it up.
So, if we want this to get done, we have 60 days. It can be done with tax cut negotiations or by using unspent stimulus funds. It can be done under emergency spending.
But it will NOT get done if S.3706 Tier 5 cosponsors and proponents for unemployment extensions refuse to stand up for all of the unemployed.
So, the question again is do the Democrats care?
First of all, everyone should be happy that the GOP is talking about a UI extension, even if they are demanding conditions. It shows that it is at the top of their agenda and that they truly understand the economic importance of UI.
Their demand of spending cuts in order to pay for UI shouldn't be looked at as bad either. The worse our economy gets, the less tax revenues we bring in. Spending cuts need to take place across the board.
Also, keep in mind that the Fed just agreed to print $600 Billion dollars to buy back bonds. Not spend from current funds, not borrow from someone, but literally print the money. This only adds to the 100’s of Billion they have already printed. The puzzling thing to me is that this was done in an effort to further lower interest rates (which I'll get to in a sec).
Long story short, printing money dilutes the value of the dollar and leads to monetary inflation.
Ok, so since they have already printed tons of money, why haven't we seen monetary inflation? It's because they have given it all to the Banks. And, as most are aware, the Banks are not lending money now. Why? Because the interest rates are so low that it isn't worth the risk to lend it to anyone or any company that doesn't have perfect credit. Basically, they will only lend money to those that already have plenty of money and don't need to borrow any. A catch-22.
This is the whole puzzling part of why the Fed is lowering interest rates even further. I honestly don't understand this move. Maybe someone here can answer this for me.
The big problem with all the printing of money is that once Banks start lending money at a normal pace, we are going to see major inflation, maybe even hyper-inflation. This is definitely not good and we'll probably have stagflation (high unemployment and high inflation) in a year or two (and which we suffered from during Carter’s reign). Basically, the worst economic situation there is.
So while I know we all need UI, I know I definitely do, cutting spending is the only way we are going to avoid stagflation. Which means we shouldn’t be upset at the GOP for demanding spending cuts to pay for UI.
Being a Californian, I've got to witness the extreme measures Governor Schwarzenegger (The Governator) took to cut the budget here. He truly put his foot down and made our State cut our budget until it was to the point that we could actually afford it. The cuts were by no means painless. I think we went 102 days without a budget. While his actions were extreme, and easily could be full essay about what took place, they needed to be done.
This same basic type of actions need to been done with our Nation's Budget. While the Deficit is a concern, you can really put it on the back burner for the short run (several years). It is borrowed money, which means that the interest we have to pay on it is the only true impact on our Nation’s Budget. You can think of it like a credit card.
All this printed money is why we need serious Budget cuts across the board. We need to be able to remove this printed money from circulation before major inflation takes place. If not, you can look at these last two years like they were the good times.
I really don’t know what can be cut from our Nation’s Budget, but I can guarantee that there is plenty of “fat” in it, just like all government run things. But there isn’t enough “fat” to be cut to fit our current needs. Which means major things need to be cut.
I know the first thing that will come to mind with almost everyone is Military spending, especially ending the War in Afghanistan. While I don’t doubt there is room for cutting the military’s budget, do keep in mind that ending the War will lead to less military jobs. Currently, the group with the highest unemployment rate are people that just left the military. It is so bad, that within 6 months, most re-enlist. Also, the Wars that Bush started have cost about as much as Obama has spent in Stimulus funds. So it truly isn’t as costly as the general media makes it sound.
Anyways, our Nation’s Budget needs to be cut big time. I think it should call for extreme cuts, like a 5% decrease in wages of all Federal employees. 10% for those that make over $100k. Basically, things of this nature. Extreme cuts like these are necessary for the survival of our Nation.
Without them, the economic benefits of UI are worthless. The extension of UI benefits and the adding of weeks of UI benefits, don’t mean much to the economy if they are paid for in ways that counter the economic benefits of UI.
And unless UI extensions and added weeks of UI can be paid for in an economically beneficial way, we aren’t going to get them. It is as simple as that.
Basically, why bother to ease the suffering of our plight just to end up causing it to effect more people and still leave us hung out to dry in the long run?
This basic principle also hold true for Bush’s Tax Cuts, which is at the top of the agenda right now. Without some major changes in our economic policy, those tax cuts aren’t going to improve the economy. But with some substantial changes to our economic policy, those tax cuts will be very beneficial.
In simpler terms, the rich don’t see any reason to re-invest the money they will save by these tax cuts right now in a way that would help create jobs. Change economic policy, and this extra money the rich have will be invested in a way that creates jobs.
To quickly sum this all up, we desperately need spending cuts. There is no way around this simple fact.
And I’ll say it again… unless UI extensions and added weeks of UI can be paid for in an economically beneficial way, we aren’t going to get them. Nor should we.
But we should keep paying for the wars that put us in this deep hole along with the bush tax cuts! This country is run by the dumb! Wars that need not be killing innocent people and then when the GOP are no longer in power they want to show responsability, I hope they fry! F bush, F the GOP!! We needed spending cuts as soon as these idiots took over for Clinton, its called dont fix whats not broken, again to sum it up F-bush!!!!!!!!!! He admits in his book the autharizing of waterboarding which is a international crime, he should be held accountable! The world might turn down the hate of us if we show that not even the president is above the law!!!!!
@left4dead, you obviously don't realize that Clinton is the main cause for the Great Recession. He repealed the Glass-Steagal Act that directly led to the Subprime Mortgage Crisis. This is what turned what should have been a mild recession in the Great Recession.
And other than adding to the Deficit, which doesn't cause a recession, it just makes it harder to get out of one. Please name me one thing that W. Bush did that caused this recession. Seriously, just one. That's all I ask.
The fact is you can't.
While you may not like him for what he did while he was in Office, he did not cause the current mess we are in now. The most you can really fault him for, recession-wise, is not reversing Clinton's action of repealing the Glass-Steagal Act.

And as far as water boarding goes... Our military special forces (which is voluntary, they can drop out of the special forces anytime they want) are water boarded in order to train them that there is nothing to fear from it. Yes, we waterboard our troops.
Yet it is wrong to do it to a suspected terrorist? I guess we just give people willing to die for their cause a free pass and let them go on their way. Then only arrest them after they do something like 9/11. Oh wait, they'll be dead then. So I guess we might as well not fight terrorism at all.

Fred, I appreciate your input but if you solely blame Clinton for repealing Glass-Steagall, then you are simply ignoring the Republicans role in this disaster. Clinton can't one his own repeal law. That is at the discretion of Congress, which was in the hands of Republicans. Telling half the story only diminishes your argument. Clinton had his hand in this mess, but cannot repeal law himself. Look at Repub Phil Gramm and the rest of his Repub buddies when they replaced GS with Gramm–Leach–Bliley Act (GLB) - Financial Services Modernization Act of 199. Do you see any Democrats' name in that name? That "modernization" was the start of out-of-control banking and it wasn't a Dem idea.

What Secretary Solis says sounds great, but I've seen estimates that employment won't return to pre-recession levels until 2013-2015-2016 and as of this week, well known economist Brad Delong said he's been hearing 2018 from some of his colleagues!

Senator Reid, Speaker Pelosi and President Obama control the legislative agenda until January, 2011. If we cannot count on them to fight for legislation THEY proposed, like S.3706, it would be foolhardy to expect Republicans to fight for Democratic bills.

Representative Jim McDermott, WA just stated on "The Ed Show" the 1st bill that should be passed & signed in the Lame Duck session when the return within the next 1-2 weeks prior to the holidays is to extend unemployment benefits.
He also strongly noted we can't have people who have waited so long to go through the holiday season without assistance. Especially, since it expires this month... Time to Continue the Legislative call-in, emails, and fax campaign... This is the about the 5th time today it was mentioned by various sources..
I pray it happens soon, most of us have been holding our breath so long were starting to grow gills! Tax-cuts for the rich, I think not, they cant make enough 350k porsche's, there are 80k people ready to pay 200k each for the 10 minute ride in outer space and their picking up all the scrap mansions for pennies on the dollar! Their fortunes have quadrupled in this depression, republicans suck!
I hope Rep McDermott also fights for the passage on the Senate side of S.3706. Democrats control the legislative agenda until January, and the long term unemployed should also be considered in any and all extensions. However, the emphasis on November makes it sound as though they are only considering existing tiers.
Hey I have an idea, get out of IRAQ and use a tactical approach in Afghanistan not a conventional plan. Savings in the billions every month.
And shockingly they still insist on extending the tax cuts especially focused on the top 2%. Other than the usual tired line of "we should not raise taxes in a recession" where is the proof these cuts are creating jobs in the United States? There is no proof because its all a big lie.
Pre-Reagan tax rates were 70% but these people advocating permanent tax cuts for the wealthiest act like jobs did not exist in the pre 1980s. That we were a third world country, yet the exact opposite was true. Debt was low, wage discrepancies were much lower, and the economy hummed along just fine.
I'm tired of the shills of the wealthy telling everyone how we MUST extend these breaks where there is no proof they create jobs. The only proof is that the top 2% get wealthier while everyone else is getting poorer.

We need to educate our society, if/when we get our benefits reinstated and/or jobs, we need to pool some of our resources (little as they are) to create fliers and distribute them of what a 99er is/was and what they endured by the government! Most don't know us but we effected everyone, the neighbors (home values), small local businesses ( that we help support but cant anymore) the uncertainty the banks put on everyones lives by the massive foreclosure crisis that evolved due to the extensions ending etc. etc... The fact that the GOP themselves under Reagan extended benefits (i'm pretty sure they had a defecit then as well) but turned their backs on us during democratic control!!!!!

I'm 53 years old. I was laid off on 1/4/08. My UI expired last April and now I'm on GR. I've lost my truck, my home and my savings. I'm homeless now and on a waiting list to get into Salvation Army Shelter in Pasadena. The computer I'm on now belongs to friend who helping me out whn he can.
He 's letting stay i a back room in his parents house that is used for his storage. They do'nt know I'm here, there's a dead bolt on the door so no one can come in here. I can't make any sound to let on to me and my restroom is, well lets now tlk about that.
I'm also a republican,( In name only now. You I'm a moderate and there's no room for me in the party for me. ) and I feel like one of the lucky ones. If Washington does'nt do something soon, there be alot more people like me. God help us all.

I pray for you and others like you that your uncertainties may end not those that worry about tax breaks ending! An unemployment check is no substitute for a job. I am just another over 50 professional, college educated person that can’t even get a job interview must less a job. Everyone in my extended family is having a hard time making ends meet. They work in the construction industry or the restaurant industry. Both industries are suffering and there is very little work for anyone. We all have downsized our life and our children’s lives. The only thing keeping us going is my weekly unemployment check. Without this we will truly be homeless. I look at the grandkids and think “this will be the first Christmas that they will be old enough to know what Christmas is really about”, with my unemployment checks ending at the end of November 2010, I fear they will face a very meek and unfulfilling Christmas. What a great first impression of Christmas they will get. I am sure there will be food on the table and a few meager presents under the tree for the kids and grandkids, but the real gift will be learning that they are now part of a very fast growing sector of our county, the poor people. They will see their friends, whose parents have money and jobs, and know that their Christmas was significantly different. What really hurts the most is that my babies will become second class citizens that Congress and the President do not care about anymore. What an awful reality and a miserable existence to give them for the Holidays.
Even in my patheticness, I still try to hold on to the little I have and be thankful for it! I personally think I am a better person for having going thru this "valley of death"! I walk my landlords dog every night and I pray, if I was still in my hurry up and die lifestyle, I wouldn't be doing that! I see the empty houses, closed businesses and someones lifetime belongings thrown curbside as they are now refugees! I think alot of people have learned government which they never cared about when they had the class back in high school! WOW, have I learned! Our children are very resilient, yes, their lives are shattered thru us! It makes me think of civilizations that live in huts and such, that don't realize the spoils we have/had and lost here in america! Sometimes I think its better never to have had and lost to of never had at all!!!!!!!!

to be much different than Hobos from the 1930's? Yes, first of all, is the fact there are many high tech
improvements in the rail infrastructure. The railroads of today are faster and computerized allowing freight
transfer switch backs of individual cars in the yards. This makes predicting a certain freight car's
destinations along with an arrival time a hit and miss situation. Therefore the trick is to catch a rail
as it heads up a hill out of town and learn car profile tracking.
Today's freight rail systems also have hubs that functions like the hubs for airlines. Today freight rails
have fewer open cars and added security. But at the same time today's 99er Hobos are more educated and have a powerful equalizer tool in job travel and climate control. The advantage is for
all future 99er Hobos to keep their cell phones active.
