The California 20th congressional district , held by Jim Costa (D) since 2005, will have a crowded Republican primary. Three republican candidates are vying for the opportunity to challenge Congressman Costa. Costa, although well supported by Democrats, is vulnerable in his district, which is mostly Republican, due to a severe water shortage, a high unemployment rate, his support for federal funding for abortion and voting with House Speaker Nancy Pelosi 97% of the time.
The Republican challengers are Joshua Miller, Serafin Quintanar and Andy Vidak. Both Vidak and Quintanar are placing water and economics at the front of the race, criticizing Rep. Costa on his lack of leadership on both issues.
Rep. Costa has a clear fund-raising advantage, according to the Center for Responsible Politics, but the challenger's campaigns are still trying to get their message out.
