Also known as Washington's Birthday, Presidents' Day is a federal holiday and is always observed on the third Monday in February. This year, Presidents' Day falls on Monday, Feb. 18, 2013. According to the U.S. Office of Personnel Management,
"Federal government closings are established by the U.S. Office of Personnel Management (OPM). Generally, when a holiday falls on a non-workday—Saturday or Sunday—the federal government is closed on Monday (if the holiday falls on Sunday) or Friday (if the holiday falls on Saturday). State and local governments, including schools, are not required to follow OPM closure policies and may determined for themselves whether to close or remain open. Likewise, non-government businesses are free to make their own decisions to close or remain open for business, regardless of federal, state or local government closings."

The U.S. Post Office is Closed on Presidents' Day in Rhode Island
According to the USPS Post Office, there is no mail delivery on Presidents' Day, Monday, Feb. 18, 2013 in Rhode Island or the rest of the United States. Presidents' Day is also a U.S. Postal Holiday (USPS), and all U.S. post offices are closed for business. This includes not only mail delivery to your Rhode Island residence or business, but also local post office lobby hours as well. Mail delivery will resume on Tuesday, Feb. 19.

UPS and FedEx are Open on Presidents' Day
United Parcel Service (UPS) and Federal Express (FedEx) are open for business and are delivering packages on Presidents' Day 2013. Both UPS and FedEx recognize the holiday, but do not observe Presidents' Day, and will be conducting business as usual Monday, Feb. 18.
Are Banks Open on Presidents' Day?
Because Presidents' Day is a federal holiday, Monday, Feb. 18 is also one of many bank holidays this year. Good news for TD Bank and Citizens Bank customers though! They're two of the banks that are open Presidents' Day in the greater Providence, Rhode Island area. TD Bank stores are open normal business hours, and while Citizens Bank branch offices, lobbies, and drive up windows are closed in Rhode Island, their supermarket kiosks are open on Presidents' Day. Call first to be sure if your local bank branch is open on Presidents' Day.

Is Best Buy, Walmart, Target Open on Martin Luther King Jr. Day?
Most definitely! Rhode Island Walmart stores are open on Presidents' Day! Some are open 24 hours, others open at 7 a.m. Most federal employees, government officials, teachers, and many other state employees have Presidents' Day off, which means plenty of time to shop-till-you-drop for holiday sales. Walmart, Target, Best Buy, Kmart, and most retail stores have awesome Presidents' Day weekend and Washington's Birthday Celebrations going on, and are counting on you to drop significant amounts of cash with them. Car dealerships have geared up for Presidents' Day sales as well, with commercials for automobile sales being televised for what seems like the entire month of February.
Public schools are closed on Presidents' Day for the most part, however, private schools and colleges may, or may not be open for classes. It's best to check first before you drop your kids off at the curb!
