Over the weekend, the Philippine capital city of Manila observed a lunar eclipse, an astrological alignment often interpreted by the ancients as a symbol of completion and a potential catalyst for inner change or events.

   Certain sects of Buddhism thought a lunar eclipse magnified a people's thoughts and actions a thousand times.

Tribal folklore and primordial reflections might be traded for countless hopes and dreams in contemporary Philippine society.

   One-third of the nation's population endures the pangs of poverty.  Filipinos are demanding constructive change, economic progress, and social enlightenment.  In the spirit of the 1986 "People Power" revolution, hope descends on Philippine inauguration day, held on Wednesday, June 30, 2010.

Manny Pacquiao switches to Liberal Party (LP)

Newly-elected Sarangani representative Emmanuel Dapidran "Manny" Pacquiao took his congressional oath on Monday, and will attend the Presidential and Vice Presidential inaugural in Manila. 

In his inaugural speech, Pacquiao said:

Let us try to look back, look around and look forward. But let’s also take time to look up. Look up to God with faith and hope.

He continued:

There's a lot of work ahead for me but I'll do my best to make sure that I will deliver the goods that I promised during my campaign.

While considered the Fighter of the Decade and three-time Fighter of the Year recipient (by the Boxing Writers Association of America), "The National Fist" promised to be more successful in politics than in boxing; an ambitious intent from one of the world's most accomplished individuals.

   As expected, the "Pacman" switched from Senator Manny Villar's Nacionalista Party (NP) to President-elect Benigno Aquino III's Liberal Party (LP), a move that signal's Pacquiao's intentions to become (politically, and fiscally) aligned with the incoming Aquino Administration.

In a May 20 column, we conveyed:

Manny Pacquiao needs 'pork barrel' funds from the new Administration. Aquino will want a political barter (support) . . . . Presumably, Arroyo will be voted in as a new and perhaps most powerful Speaker of the House in the nation's history.

In terms of that political barter, Aquino wants Pacquiao's trump cards; his "royal flush" - namely, the boxer's support, in order for Aquino to leverage the boxer's immense popularity.

Pacquiao will typically be introduced as the "Honorable Manny Pacquiao" in formal functions around the Philippines, and in Filipino social gatherings around the world. 

   To be sure, the neophyte lower House representative faces many difficult and pressing challenges.

Sarangani is one of the poorest regions in a country of over 90 million.  Amid the Chiongbian clan's successes in the province - in terms of business ventures, the oligarchic structure has not translated into providing for basic needs in Pacquiao's district.  Private enterprise in the hands of a few have not resulted in improving the livelihood of the masses. 

   The monopolistic stance in business and politics discourage competition.  There is little motivation for reinvestment, and bottom line profits become retained earnings.  An inept, and often corrupt government, lacks the desire or will for redistributive policies at both the national and local levels.  Hopes are high, but Pacquiao will need to become not just a pugilistic "People's Champ," but a political one.

The citizens of Sarangani endure constant power blackouts several hours a day year round.  The lack of electricity prevents employers such as major manufacturers and service providers from relocating to the area.  Local businesses operate at a disadvantage in a cutthroat global marketplace. 

   Jobs are lost.  Sarangani's tax base historically could not support the construction and maintenance of major infrastructure.

Political "People's Champ"

Education at Philippine rural provinces is at a woeful state.  Children belonging to families that can afford the meager tuitions often find themselves in overcrowded classrooms, with leaky roofs, and lack of basic textbooks. 

   Some sit on the ground.  Many drop out of school unable to afford its associated expenses.  Manny Pacquiao himself dropped out of elementary school in the late 1980's.  Many choose food on the table, mortgaging a shaky future.  The educational content of textbooks often instill the illusion that former dictator Ferdinand Marcos was a force for social progress, instead of as a catalyst for national bankruptcy, political kleptocracy, and widespread human rights violations.  Spain's feudal imprint on the archipelago is not fully explained in a country that harbors a significant spread between rich and poor.  In the provinces, land owners instill an unofficial serfdom which too often resembles a caste system passed from one generation to another.

Amid these conditions, the boy who used to sleep in cardboard boxes, the boy who once lacked medical assistance, who once peddled cigarettes, bread, ice cream, and newspapers for pennies on the street, wants to remove the shackles of hunger and ignorance - and help to provide basic services for Sarangani.

   Pacquiao will likely want speedy release of government funds to immediately start various projects.  Unfortunately, there simply will not be enough funds to simultaneously attempt to improve, or construct, power generation facilities, education, a new hospital, and new university, all at the same time.  To his credit, it appears the new congressman is prioritizing the construction of a new hospital in his first year of office.  Similarly, Pacquiao announced his plans of distributing medical cards to some in his district so that (a portion of) his constituents can attain medical assistance.

Compounding the challenge, Pacquiao's district resides in the most dangerous region of the country; the southern part of the Philippines.  The Pacman has over a hundred M-16 automatic rifles in his compound, and dozens of armed bodyguards as well as armored vehicles to protect himself and his family. 

   However, when Pacquiao the boxer fights in the ring, government soldiers and rebels hold a temporary ceasefire so that both camps can support their fellow countryman.  Petty criminals and police authorities gather around television screens to cheer on an exemplary Filipino who vows to restore national pride and dignity.  Crime in all regions grinds to a halt.  This unitive aspect appears more important than ever.

Manny Pacquiao's political intentions (and aspirations) thus far seem to resonate with the words of George Washington, when the latter said:

I have no other view than to promote the public good, and am unambitious of honors not founded in the approbation of my Country.

   In athletics, Pacquiao said his priority would be to help the country win its first ever Olympic gold medal.  The 2012 Summer Olympics will be held in London, England.

In the weeks leading up to his oath-taking, Congressman Pacquiao stated his willingness to spend some of his personal funds in order to finance livelihood, electricity, medical, educational, and infrastructure projects in his 270,000+ person district.  That high goal partly translates into Pacquiao's desperation to face Floyd Mayweather, Jr.  Boxing's superfight would help to secure funds that Manny Pacquiao can utilize to personally finance public works projects as well as future (and more expensive) national political campaigns.

   Economic and social projects can be complicated initiatives.  Analysts might suggest that Pacquiao would first need to enhance the tax base of Sarangani.  By this logic, a wealthier tax base would enable his district to afford, and therefore support, the added services.  Without a strong local tax base, expensive new infrastructure could suffer the same fate as the Soviet Union, where military hardware, buildings, and roads rotted and decayed en masse by the wayside.  The centralized Soviet system simply could not procure the funds to build as well as to maintain infrastructure.

Building a new hospital in Sarangani is a noble and urgent project.  Creating jobs and improving local trade are just as critical.  A richer district can afford to sustain new infrastructure.  A poor district will not be able to pay for electricity, school, and medical services.  As Manny Pacquiao must soon discover, economic progress is not fueled by buildings.  It is driven by jobs, trade, exports, and taxes.

   Demand before supply.  'Supply before demand' means stolen, obsolete, and / or decayed inventory.

Historic Transfer of Power

Outgoing Philippine President Gloria Macapagal-Arroyo transfers the powers of the executive branch (by far, the most powerful relative to the legislative and judicial branches in the Philippines), her six-year term marred by the controversies of unethical electioneering ("Hello Garci tapes"), an attempt to ratify the 1986 Philippine Constitution (effectively, in order to rescind her own term limits), and charges of corruption.

   However, to her credit, Arroyo fought to reduce the national debt by increasing government tax collections.  Her economic legacy left trails of agreements with countries and multi-national companies that sought to enhance trade and commerce amid a challenging global environment.

After the September 11 terrorist attacks, Arroyo joined the U.S.-led coalition in fighting global terror.  On the local front, Arroyo demonstrated resolute command in opposing rebels and secessionists in the southern island of Mindanao. 

   A former economics professor, the daughter of former Philippine President Diosdado Macapagal, and once a classmate of former U.S. President Bill Clinton at Georgetown University in the 1960s, Gloria Macapagal-Arroyo brought professionalized stewardship to the office after former President Joseph "Erap" Estrada's disastrous and scandal-ridden three years in office from 1998 to 2001.

In his first inaugural address on March 4, 1861, Abraham Lincoln closed with these words:

I am loath to close. We are not enemies, but friends. We must not be enemies. Though passion may have strained it must not break our bonds of affection. The mystic chords of memory, stretching from every battlefield and patriot grave to every living heart and hearthstone all over this broad land, will yet swell the chorus of the Union, when again touched, as surely they will be, by the better angels of our nature.

   Lincoln's words may echo Pacquiao's call for unity in the midst of a divided, skeptical, and often cynical populace and local polity.  The ring icon may be able to produce converts - cynics after all are angry idealists.

On Wednesday, Senator Benigno "Noynoy" Aquino III becomes the new chief executive and commander-in-chief.  In 1983, his father, exiled opposition leader and former Senator Benigno "Ninoy" Aquino, was assassinated on the tarmac of Manila International Airport.  Many blame the Marcos regime as being responsible for the death.  Those who masterminded the murder were never formally disclosed or punished.

   At the time of his father's heroic death, "Noynoy" was in his early 20s and living in exile in Boston, Massachusetts with the rest of the Aquino family.  (Father Ninoy had served as a fellow at Harvard University.)  Ninoy's death further strengthened Filipinos' opposition to Ferdinand Marcos' dictatorship and catapulted Ninoy's wife, Cory, to the presidency in 1986.  Over 20 years later, Noynoy Aquino will serve as the next President of the country.

In folklore and primordial myths, a lunar eclipse serves as symbol of completion and catalyst for inner change or events.   The mystics remain steadfast in their beliefs that a lunar eclipse magnified a people's thoughts and actions a thousand times.

   In Aquino and Pacquiao, a Filipino folktale may be given a chance to be completed.  The once poor boy in Pacquiao hopes to eliminate poverty in one of the poorest provinces of the archipelago.  In Aquino, a son hopes to realize his late father's vision for national ascendancy and elevated stature.  The people are offered the chance to reflect on their own aspirations, and the means by which progress is made.

    Yeah, I hope Ninoy will settle the Hacienda-Luisita-reform promise. If only Ninoy's mother was the sole owner of the land, that problem could have been solved years ago. The problem is the land is owned by the entire Conjuanco clan and not the Aquino clan.

    Floyd is envious of PAC.. thats why he and his family is trying so hard to tarnish PACs accomplishment without even fighting him in the ring.. Floyd once said that championship belts and awards only collects dust but now their questioning the BWAA for giving PAC the boxer of the decade award.. and then he goes on to say that if your clean, then do the test.. thats what the Mayweathers want the people to believe, that PAC is not a clean athlete.. what he never mentions is that PAC is willing to do the test only if the NSAC demands it, but heck, they (Mayweathers) never mention that.. to think of it, the extra testing is not even an issue.. and whats more funny is how the american public is buying this crap.. only in America indeed.
