Peeping Tom caught by the short hairs

When Davie resident Jessica Ott stepped into her shower early Thursday morning, she had no idea that a pervert was watching through the window.

A caller to police around 12:10 a.m. reported a Peeping Tom masturbating while peeking into a window in the 600 block of South West 131st Avenue, Davie.

According to the police report, they found Luis Velasco, 18 – clad in shorts and a white T-shirt - standing in front of a trailer "jumping up and down in front of the window looking inside of it.”

The arriving officer’s report said Velasco's shorts were unzipped but that he did witness him masturbating.

The officer wrote that he could also see a woman – later identified as Ott - taking a bath through the window.

Not knowing Velasco and objecting to the actions of this Peeping Tom, she requested prosecution by police.

Ott had just put her children to bed and was taking a bath when a neighbor - only known as Andrea - saw Velasco looking through the window. She told police that she felt "grossed out and emotionally violated" by the incident.

Velasco was ordered held late Thursday morning on $500 bond by Broward County Court Judge John “Jay” Hurley for the misdemeanor offense of voyeurism. He remains without bond in the Broward County Jail pending an immigration hold.

It was noted during his bond hearing that Velasco had a prior juvenile record for similar peeping type offenses.
