While both camps point the finger at the other for the drug testing fiasco, I say there is enough blame for both Team Pacquiao and Team Mayweather to share.
When De La Hoya was in his full fistic glory, I never remember him skipping over a fight due to a stalemate on contractual stipulations. Loved him or hated him, The Golden Boy fought all comers.
How did Oscar become truly Golden? By fighting the biggest and best names over and over again, with no hesitation.
Pernell Whitaker, Julio Cesar Chavez, Genaro Hernandez, Felix Trinidad, Bernard Hopkins, Fernando Vargas, Manny Pacquiao, and Floyd Mayweather are all on De La Hoya's Hall of Fame resume. He fought them all, and many others, without letting a scrap go by the wayside due to a roadblock at the negotiators table.
Pacquiao vs. Clottey and Mayweather vs. Mosley will be intriguing affairs for fight fans, but it is not the fight they wanted to see; a fight that failed to take place because of negotiations over a drug test.

I think boxing needs a standard body for rules and regulation rather than allowing promoters or boxers create contractual rule. if this continuous to happen, both promoter and boxers will take advantage of this. Promoter and boxer alike will dictate what ever is advantageous to them. may it be financially or game advantage.

the fight will happen this year. trust me coz the money is too big to pass up this one. both pacman and mayweather will win their fight and negotiation will be long and hard but at the end of the day, it will happen this year.
Let me take take a NEUTRAL STANCE as well to express my opinion how 'the fight' gonna happen [NOTE TO FLOMOS: I'M A PAC FAN].
The Blood Test issue can be resolved as fast as we can even imagine as long as both parties agree to meet at the middle:
1. Floyd says 14 days, Pacquiao counters 24 days. How about random test until midnight bordering 19th & 20th day, then immediately after the fight.
2. Floyd insist Blood Test, Pacquaio camp says he's got no personality to insist what is not required by the state athletic commission. Why not NSAC stepped into the picture and make a ruling, just for this event, requiring the 2 combatants to undergo BT. REMEMBER, Floyd demands the BT, Pacquiao wants BT as long as NSAC says so and not Floyd.
NOW, let me take sides...... PACQUIAO vs MAYWEATHER WILL NEVER COME TO FRUITION!!!!
I believe what Scoop Malinowski said that after the Cotto fight, Mayweather Camp immediately ruled out any Pac fight. Remember what Floyd, Sr. said that time?
The only way for the fight to happen is..... if Mayweather will finally realized that 'ONLY CHANGE IS CONSTANT' in this world... mening, time will come that the '0' in his record will go and that's possible if not inevitable when he faces Pacman..... granting he passes thru MOSLEY.
The writer must not include Pacquiao and he must point only to Mayweather as caused of skipping the fight. It was only Mayweather changes the standard rule of the boxing that runs over a decades. As you can see, Pacquiao had faced every opponent that match to exiting fights. Floyd hand picks his opponents, the guys back then fought the toughest guys to prove they were the king of the hill, they were real men back then, like Oscar Dela Hoya &Manny Pacquiao, not pretty boys.
Delahoya never doubted NSAC floyd would like to dictate NSAC by demanding drug test.Any fight should be based on the rules and regulations set forth by boxing governing body like NSAC. Any boxer has no business to intervene in the existing policies. The job of the boxer is prepare himself for the scheduled fight. FLoydXYLOCAINE has no business of dictating NSAC what to do. If floyd wants to clean boxing because he himself is user, he should just recommend drug testing to NSAC. The issue here is not just drug testing but how to abide laws. Do you think floyd an american will be cheated by NSAC because NSAC is favoring a filipino PAC? Well the demand of floyd on blood testing is a manifestation of ignorance. I think floyd does not know about LAW because he did not even finished elementary.
Ricardo, ODLH fought these guys and he LOST to most of them! While you're at it, look at Manny's list and see that he fought the legends, the best and WON! Then look at the cherry picker's list, the guy who hasn't fought a welterweight.
On them 'resolving' issues to fight, Floyd doesn't want this fight. If Manny agreed to Floyd's demands, Floyd will just come up with some more demands, until Manny gets a B!tch deal like Mosley. SSM is the champ and he was desperate so he gets a 35 share, a rematch clause, etc... and even then Floyd didn't want to sign!
Floyd does not want this fight because he is a COWARD. No Flomo can ever call Manny a coward.
On a final note, Pac Fans, please do not use the words "gay" and "gayweather" when describing Floyd. Have respect for gay people. Unlike Floyd, they are strong and courageous. To use the "gay" word with Floyd is an insult to gay people.

My apology Mr. Ricardo Lois, but there was a fight of Oscar dela Hoya that almost did not happened... if I can recall it right, there was a disagreement in the purse in his fight with Felix Trinidad wherein Oscar lose in the said match. The good thing was that both sides were civil in the negotiations.
Unlike, Mayweather Jr with his criminal mind and bitchy attitude who attack the person of Pacquiao with baseless insinuations and demands just to get what he wanted thereby making the deal gone puff.

Golden Boy fighting almost everybody maybe true but it´s the promoter who´s calling the shot and who have last decision. That is why he builds his own promotion business. He maybe the golden boy and the biggest and brigtest boxer then, but it seems he is not applying those qualities in running his own business firm. Why fans are calling for both pacquiao and floyd to fight each other. Pacquiao is more than willing to fight floyd subject to the standing requirement of Pro boxing match. It is floyd who set condition beyond the existing rules. I think if the fans would want manny and Money to fight each other, you need to ask the UN to pressure floyd to fight manny without any condition.

I think PBF will not change. Manny is easy to deal with. But having that stupid demand of blood testing is not cleaning boxing because it's only one person. It should be internationally implemented throughoutAsia , Europe, Australia and specially America. Floyd wants is personal not for all the boxers. This is a hard protocol to tackly. The whole world will have a hard time figuring out what's practical, efficient,safe and non- factor to individuals finances and conditioning. Dude, Oscar was able to take all comers because these comers were willing dance partners. But when you take Fraudweather putting all stumbling blocks against guys he didn't want to fight then there's no fight. Pac and Mosley have been taking all comers and more.
