Out-of-State Transfers Hinders Rehabilitation

A study conducted in Idaho by Grassroots Leadership has determined that transferring prisoners out of state to complete their incarceration is costly and makes it more difficult to rehabilitate the inmates.
Idaho currently has 239 inmates being housed at the Kit Carson Correctional Center, a private prison in Colorado, due to overcrowding (Idaho-KTVB, 11/20/2013).
