Palo Alto police arrested a man for indecent exposure and lewd conduct last week after a resident reported that he was walking through a neighborhood while touching himself in a sexual manner.
Officers responded to Juana Briones Park at about 8:30 a.m. on January 30 after receiving the call and spoke with the witness, a woman in her 70s. She said the suspect had his pants down and he was touching himself sexually. The victim also reported that the suspect was connected to a green vehicle.
Police quickly spotted a dark green Mazda minivan being driven by a man matching the suspect description. When the suspect spotted police, he pulled over on his own accord, authorities say.
Investigation revealed that the victim watched the suspect walk back and forth on the sidewalk near the park. She said he was masturbating through his clothes and also dropped his pants to expose his buttocks. He then touched himself again and the victim called police.
The suspect was identified as 22-year-old Stephen Timothy Frey of Happy Valley, Oregon. He was arrested for indecent exposure and lewd conduct in public. He was cited for the two misdemeanors and released.
Police continue to investigate the incident to determine if Frey is responsible for two other indecent exposure cases that occurred in Palo Alto early last month. Frey is described as being a white male who is 6’5” with a thin build. He has short brown hair and was wearing a brown jacket and blue jeans at the time of his arrest.
