Truthfully, there are conflicting stories in this case of whether Garold Ray and Sherry L. McMillian, both 42, are the foster parents or adoptive parents of the 14 and 15 year-old children in this case, a call to the Owassa Police Department still left this question unanswered.
What isn't in dispute is the alleged treatment of these children.
Neighbors called the police at about 11:00 p.m. Saturday night after seeing the McMillian's teenage foster/adopted daughter sitting on the porch of the home, with no coat or shoes, trembling from the cold.
NewsOn6.com reports that when officers arrived at the scene they found the teenage foster/adopted son in the backyard in an open air fort.
According to Owasso Police Officer, Lem Mutii's report, the girl stated "that they had not done anything wrong to be locked outside the house, and that this was a common occurrence." The report also states that the children had been asked to leave the home on or about 4 p.m. when the parents left with their biological children.
A source at the Owassa Police Department told this reporter, "What is really disturbing is that they have a kennel in the backyard for their dogs. The dogs had been provided with hay, a dog house and food and water, but the children that the McMillian's locked out of the home had not been provided with even the barest of necessities." The source did verify that the teenage girl was barefoot, and that neither child had on a coat.
The McMilian's apparently locked these two children out of the home while they took their biological children to a friend's house for dinner and movies. It is believed the children were locked out of the home in the cold rain for about 5 hours.
The temperature outside in Owassa, Oklahoma Saturday night was 53 degrees with a north-northeast wind of about 6 mph with rain and drizzle, according to the Owassa Police Department.
Garold Ray McMillian and Sherry L. McMillian have been charged with two counts each of felony child abuse. According to the Owassa Police Department, their cases have been transferred to Tulsa since they are facing Felony charges.
Fox23 News reports that the children were taken to the Owasso Police Department, where they were fed and then transported to the Laura Dester Children's Shelter.
The McMillian's have been released on bond.

Ok for starters people need to get the story straight before they go accusing other people for doing stuff, for example this story about Garold and Sherry McMillian leaving their two kids outside in temperatures below 50 and with no shoes or food for over 6 hours in the rain , this story is false. I myself live in Owasso in the neighborhood that this happened and was outside for most of that night, there was no rain , it was definately above 60 degrees. and the parents didnt put them outside at four, it was past 6 o'clock P.M. The girl that was outside turns 16 in a few days and told her mom and dad that she didnt want to go with them and would have rather sat on the porch and the boy cant go anywhere with out stealing. The family did not go to a dinner and movie they went to a friend's house, they gave the kids plenty of food and water before they left. The windows were left open in the front room in case of emergencies. The reason they had to go outside was because the boy and the gi
it started raining past 11 pm in owasso. Quit making it seem worse than it was by mixing up facts. The girl was told to put on a jacket and shoes. she is almost 16 and made the stupid choice herself. she owns shoes she wasnt denied them and she was offered a jacket but refused it.
the boy and the girl have serious sexual problems and with hurting themselves(they were adopted when they were older). Ladies and gentlemen these two parents are awesome parents and would never hurt their kids ever! The media has lied and twisted the story to make it more interesting than it really is just to get their ratings up and to make an extra buck and they dont care what hurt they put the families through.
I spoke to the Owassa Police Department this morning and confirmed this story.
It does not matter the age of the child, what does matter is if these children were left outside in 53 degree, raining conditions...and that is according to the Weather channel as well as the police department, without food, water, shelter, warmth, coats or apparently, in the case of the girl, shoes.
By all accounts the dogs were treated better. In my mind there is no justification for treating children in this manner.
The media story is based off of the police report and as I said I spoke with the Owassa Police Department this morning and confirmed this story before posting.
On a different front, your allegations against these children are unproven and your comments that these are great parents have absolutely no proof to back them up...just your word.
I am more inclined to believe the police department and the press then I am an un-named comment poster.
i dont know of any child that enjoys standing or setting in the rain.i dont know of no child that would/nt want to go out to eat.i would like to know who cps was protecting these childerm from with foster parents such as these.no comments can sugar coat the way these childerm have been treated.cps puts childerm in danger every day and yes they even right down love them to (DEATH)the dog was well taken care of.but not these childerm.in this day and time we all know how dangerous it is for any female to be left out side with out another adult to protect them what if these childerm had been kidnapped and rape.oh then i guess it would be said they ask for it.the case worker that put these childerm with this heartless family needs horse whipped.the put out side in the cold rain.these childerm need to be with parents that can give them love and show them love i hope this foster family never gets to see these childerm or there childerm again.they are heartless uncareing cash cows
I think the one thing that is really bothering me about the claims of severe behavioral problems, is if that were true, then why pray-tell were these out of control teenagers still sitting there waiting. An out of control teenager would have left..found a party, broke into the house..something other than sit there and calmly wait for the foster/adoptive parents to return.
I know I as a teenager would not have just waited there...I would have broke a window and went inside...If these children were half as bad as they have been made out to be, they would have done the same. Their behavior does not match what I am hearing about them.
Anyone else feel that way?
