Ohio Wesleyan basketball player hit by police cruiser recovering

A basketball player for Ohio Wesleyan University is currently recovering at home after being struck by a Delaware, Ohio, police cruiser on Nov. 28.

The incident occurred at about 12:17 a.m., on Thanksgiving morning, at the intersection of Sandusky Street and Central Avenue, according to police.

Caroline Welker, 21, a junior at OWU, said she was crossing the street in the crosswalk when the officer struck her.

"I have a concussion, and I'm really sore. But thankfully no broken bones," Caroline told NBC4 by phone on Dec. 2.

According to her doctors, it may take months for Walker to fully recover.

Officer Mark Jackson was charged with failure to yield. In his statement that was filed with the incident report, Jackson admitted to not seeing Welker in the crosswalk as he turned left onto Central Avenue.

The report states Jackson was en route to a disturbance call at The Jug – a bar in Delaware --, located at 837 N. Houk Rd. when the incident occurred.

Jackson was also involved in an on-duty crash on Nov. 26.

Jackson waived his court appearance on Dec. 2, and paid a $135 fine.

Delaware Police Chief Bruce Pijanowski released the following statement to NBC4 on Dec. 3.

"In the time since the incident that occurred on 11-28-13 at 12:21 AM, our primary concern has been for the continued recovery and health of Caroline Welker. As protectors of the public, it is extremely upsetting that she was injured. The officer involved, Mark Jackson, has been cited for failure to yield to a pedestrian. Ofc. Jackson is a hard working and dedicated officer, serving with the Delaware Police Department for ten years.

"Ofc. Jackson acted appropriately after the incident. He immediately called for a medic and rendered first aid. He fully cooperated with the investigation. Pursuant to standard procedure, a urine sample was collected for analysis, the results of which are still pending. We do not anticipate that alcohol or drugs were any way involved in this incident. He does have a previous caution and counseling for a crash that occurred on Nov. 26, 2013."

Prior to the accident, Welker started three games of the five games she appeared in. Welker averaged 6.4 points and 3.0 rebounds in 13.5 minutes of action.
