This week Congress votes on President Obama’s proposed $3.6 trillion budget plan for fiscal 2010. Obama plans to lobby both the Houses of Representatives which votes today and the Senate which votes later in the week. Republican opposition is mounting with a report released last Friday by the Congressional Budget Office saying that Obama’s budget revenue projections are too optimistic and may increase the deficit by 9.3 trillion over the next decade. Only deep spending and tax cuts make Obama’s budget realistic, according to Republican critics. On the other side of the political divide, Democrats are saying corporate bailout funds and tax cuts need to be sacrificed to balance the federal budget. Only then can essential social services such as education, health and transportation be provided in a responsible manner. There is a third way to scale back the federal deficit while maintaining essential services at responsible levels. President Obama can expose America’s second ‘black budget’ so that corruption and inefficiencies in executive agencies and departments can be permanently removed.
The ‘official’ black budget comprises single line items in the Department of Defense (DoD) budget that don’t refer to any real weapons system. These single line items are covers for a Congressionally sanctioned and publicly funded ‘black budget’ – a top secret slush fund for intelligence organizations such as the CIA, and classified weapons programs by the DoD. There is, however, a second black budget that is not congressionally sanctioned, but it is nevertheless publicly funded – America’s ‘unofficial’ black budget.
The conventional political view is that covert operations are funded by Congressional appropriations authorizing the DoD to use U.S. Treasury funds for classified projects and intelligence activities that appear as vague single line items on the DoD budget. Subtracting the cost of known weapons systems and intelligence programs from the total DoD budget gives Congressional analysts a means of estimating the size and scope of operations of the covert world of ‘black projects’, without knowing their precise budgets or activities. There is however compelling evidence that the covert world of highly classified projects is primarily funded by a black budget created by the CIA rather than the DoD. Rather than being a beneficiary of a Congressionally sanctioned DoD ‘black budget’, the CIA has its own ‘unofficial’ black budget. The CIA’s black budget is a conduit for funds secretly siphoned into the various military intelligence agencies and private contractors associated with both the CIA and the DoD, for intelligence activities, covert operations, and weapons research and development.
The CIA has the unique legal ability among all U.S. government departments and agencies to generate funds through appropriations of other federal government agencies and other sources “without regard to any provisions of law,” and without regard to the intent behind Congressional appropriations. Every year, according to Catherine Austin Fitts, a former Assistant Secretary of HUD, billions of dollars of Congressional appropriations are diverted from their Congressionally sanctioned purposes to CIA and DoD based intelligence agencies without knowledge of the public and with the collusion of Congressional leaders. The covert world of ‘black programs’ acts with virtual impunity, overseen and regulated by itself, funding itself through secret slush funds, and is free of the limitations that come from Congressional oversight, proper auditing procedures and public scrutiny.
The key to uncovering the true size of the black budget is the chronic accounting anomalies in the DoD budget. These anomalies reveal over one trillion U.S. dollars annually is being siphoned by the CIA into the DoD for secret distribution to various military intelligence agencies and corporate contractors, and the ‘deep black’ programs they support. Such siphoning, with dubious constitutional status, is made legal by various Congressional enactments, senior Congressional officials, and the Executive Office. The size of the black budget, the secrecy surrounding it, the extent senior Federal officials and agencies go to in targeting individuals and companies threatening to reveal where Congressional appropriations are ultimately going, point to a vast network of ‘deep black projects’. This network collectively forms a highly classified second Manhattan Project whose existence, goals and budget are kept secret. As President Obama tries to balance the federal budget and deal with critics concerning increasing federal deficits, he may pause to consider evidence of a second black budget. If this unofficial black budget is exposed, then the government corruption and auditing anomalies which create it can end. Only then can U.S. government agencies and departments truly balance their budgets, and provide the public with responsible social services that public tax dollars more than amply cover. Exposing America’s second black budget is no longer just a moral imperative, but is now an economic necessity. President Obama needs to deal decisively with his second black budget problem so that his 2010 and future budget proposals are financially viable.

To think that 1 trillion dollars per year is disappearing into black projects that are meant to keep people in the perpetual dark about things that could free them from economic ruin, is beyond belief. It's pure insanity, and will eventually spell doom for the common person, as the crime is unsustainable over the long term.
My guess is that Obama has no idea that any black budget exists, let alone its scope. If he does, he's most likely been told to leave it along, lest he end up like JFK.
Unfortunately, he probably doesn't read or weigh anything that doesn't originate from his advisors or the mainstream, and so it gets back to the same old problem. What does the president really know about what's going on behind his and everyone else's backs; how do you enlighten him; would he even care; and if he did, are his hands as tied as the rest of his predecessors?
It's nice to think that a new president would want to do the right thing, but it will take a very special person to tackle the military industrial complex, and by all accounts so far, Obama is not that person. He shows every indication of being controlled by the same ugly forces that just keep getting bigger and more out of control.
Obama can't do it alone. Congress, the press, and more importantly--above all, the people must make the push. Expose, common sense, and a rollback of the Rockefeller coup of 1953 that stole control of alien-related programs away from presidents.
Well, take it easy. Dr. Salla is just promoting his new book.
But I think that the gov. is not the problem: my questions is about the ETs. Do they like the cover-up? Why?
Are they busy abducting people?
The Disclosure should come from the ETs, not from the gov.

As a member of the Association of Retired Itelligence Officers (AFIO), I've learned about the importance of "Black Funding", which spawns "Black Operations" necessare to protect America. Remember Valerie Plame (Wilson)? Most overseas agents use State Department official cover -OC- and play the James Bond role, commonly seen wearing tuxedos at gambling tables and mingling with foreigners at cocktail and dinner parties.
Plame was a NOC, and NOC's do not enjoy the protection of diplomatic immunity; if caught by foreign intelligence, they have no protection from prosecution under that country's laws. Valerie Plame didn't pretend to be a "fake" diplomat; through Black Funding, she assumed deep cover and distanced herself from the luxurious State Department life that is complete with rich foods and top-flight martinis.
Using her cover, a vast mosaic of lies and props, she penetrated foreign organizations to detect and prevent proliferation of nuclear weapons from harming America. Neither personal friends, family members nor her fiance knew she worked for the CIA's enigmatic Non-Proliferation Center in Langley, Va., a cadre of analysts, technicical experts and former field operatives.
In case a suspicious foreign intelligence service conducted a background check, she masqueraded as an "analyst" for a fake legal services company called Brewster~Jennings & Associates. This CIA front company was funded through Black Funds and was listed on her Federal Election Commission forms when she made political contributions. To add credibility to the deception, the business was registered on the Dun & Bradstreet database and her 1999 W-2 tax forms listed B~J & Associates as her employer. The workplace appeared above board, housed in a plush, 21-story office building in downtown Boston, complete with trendy restaurants.All paid for through Black Funding.
The setting allowed her to blend in with everyday life or, if the need arose, to exit quickly into the swarms of commuters who passed by as they exited the Downtown Crossing subway station. Business cards, a phone number and post office box number complemented the subterfuge.
Roughly 15 years ago, gambling on her NOC deep cover protection, Plame ventured overseas, aiming to infiltrate groups involved in smuggling nuclear weapons and the material used to create them. She attended trade shows and business conferences abroad where she interviewed and attempted to recruit foreign scientists and developed informal networks with engineers, secretaries, salespersons and suppliers.
Plame used her NOC cover to "by coincidence" bump into honest and sleazy characters alike, whom her CIA handlers targeted. She hoodwinked, sweet-talked, bribed and recruited "assets" (spys) in order to gain information about raw materials and hardware even remotely associated with the process of building weapons-grade nuclear material that could someday wreak devastation on America's shores.
After the Plame leak, foreign intelligence services poured through passport databases to determine if Plame ever set foot on their soil. They sought out when she entered and tracked down those she had contact with, placing the lives of many foreign citizens in jeopardy.
America will need Black Funding; ending it creates a serious national security issue and put the lives of intelligence agents at risk.
