Obama's birth certificate is still in question

On June 7, 2009 WorldNetDaily posted an article titled:

Obama's 'birth certificate' not acceptable in Hawaii?
Even state requires long-form document for some eligibility, identification issues

WorldNetDaily states:

The investigation follows a Honolulu Star Bulletin column Saturday, which quotes a state Department of Health spokeswoman as saying the state's current certification of live birth is recognized "as an official birth certificate meeting
all federal and other requirements."

The website of the Department of Hawaiian Home Lands, however, states clearly the certification of live birth touted by the Obama campaign, White House press secretary Robert Gibbs and a host of other Obama defenders is not acceptable as a form of identification to qualify under this program.

The Honolulu Star Bulletin article was written to dispel the myth Obama's birth certificate is a forgery. They state:

Answer: No, you can't obtain a "certificate of live birth" anymore.

The state Department of Health no longer issues copies of paper birth certificates as was done in the past, said spokeswoman Janice Okubo.

The department only issues "certifications" of live births, and that is the "official birth certificate" issued by the state of Hawaii, she said.

And, it's only available in electronic form.

Okubo explained that the Health Department went paperless in 2001.

"At that time, all information for births from 1908 (on) was put into electronic files for consistent reporting," she said.

Information about births is transferred electronically from hospitals to the department.

"The electronic record of the birth is what (the Health Department) now keeps on file in order to provide same-day certified copies at our help window for most requests," Okubo said.

Asked for more information about the short-form versus long-form birth documents, Okubo said the Health Department "does not have a short-form or long-form certificate."

"The birth certificate form has been modified over the years and decades to conform to national standards and models," she said.

Okubo also emphasized the certification form "contains all the information needed by all federal government agencies for transactions requiring a birth certificate."

She added that the U.S. Supreme Court has recognized the state's current certification of live birth "as an official birth certificate meeting all federal and other requirements."

Here's the problem with this argument. The website of the Department of Hawaiian Home Lands says this new electronic certificate is not sufficient because it's the Hawaiian Home Lands program. Their web site explains

The program has its roots in the Hawaiian Homes Commission Act of 1920, as amended. It provides native Hawaiians with several benefits . . .

If you actually read the page what it's saying is you have to establish you are at least 50% native Hawaiian, not just born in Hawaii. The electronic birth certificate is a totally legal birth certificate, it simply does not prove you have a Hawaiian bloodline. Obama would not qualify for this program even if he had his original birth certificate because he does not have a Hawaiian bloodline.

Eligibility Requirements

To be eligible to apply for a Hawaiian home lands homestead lease, you must meet two requirements:

* You must be at least 18 years of age; and
* You must be a native Hawaiian, defined as "any descendant of not less than one-half part of the blood of the races inhabiting the Hawaiian Islands previous to 1778." This means, you must have a blood quantum of at least 50 percent Hawaiian. This requirement remains unchanged since the HHCA's passage in 1921.

Tracing Your Genealogy

The general rule of thumb in determining 50 percent blood quantum is to submit enough documentation tracing your genealogy to your full Hawaiian ancestor(s). Some applicants need only go back one or two generations - that is, to their grandparents.

Birth Certificates (Adoption)

If you are adopted, you must establish proof of your native Hawaiian ancestry through your biological parents, not your adoptive parents.

This is quite a diversion. There are real issues conservatives could focus on that other people might be concerned with.
