On May 27, Obama issued a Presidential Memorandum which reaffirms his commitment to Open Government and the Freedom of Information Act. He wrote:
As outlined in my January 21, 2009, memoranda to the heads of executive departments and agencies on Transparency and Open Government and on the Freedom of Information Act, my Administration is committed to operating with an unprecedented level of openness.
Obama further stated that he would declassify national security files that are classified for reasons that have little to do with national security:
a democratic government accountable to the people must be as transparent as possible and must not withhold information for self-serving reasons or simply to avoid embarrassment.
The Memorandum instructed his National Security Advisor, General James Jones to lead a 90 day interagency review of current declassification procedures as outlined under Executive Order 12958.The review would address a number of points including the following:
(i) Establishment of a National Declassification Center to bring appropriate agency officials together to perform collaborative declassification review under the administration of the Archivist of the United States;
(ii) Effective measures to address the problem of over classification, including the possible restoration of the presumption against classification, which would preclude classification of information where there is significant doubt about the need for such classification, and the implementation of increased accountability for classification decisions;
President Obama is attempting to streamline the declassification process which was unnecessarily hindered during the last Bush administration. Many files were reclassified after being declassified. The onus had firmly shifted towards an overly restrictive approach where if there was any doubt about the need to classify a file, then it would be classified. Under Obama’s Memorandum, in cases of doubt, files would be declassified.
There is much at stake with Obama’s Memorandum. Rather than merely a bureaucratic fight over obscure declassification processes, there is a lot happening behind the scenes. Obama and his administration are attempting to gain access to the most secret files of all in the national security system – classified UFO files and related advanced technologies. A number of key figures in Obama's administration including the co-chair of his Presidential administration were involved in earlier efforts to declassify UFO files. It is worth considering the result of earlier public initiatives by presidents Clinton and Kennedy to declassify or share national security files - these initiatives were directly related to behind the scenes efforts to learn about UFOs.
In 1995, President Clinton issued Executive Order 12958 which prescribed "a uniform system for classifying, safeguarding, and declassifying national security information" that would reflect a greater "commitment to open Government". EO 12958 was viewed as an essential tool in ensuring the release of many national security files that had been unnecessarily classified for decades. Clinton, however, was secretly attempting to gain access to classified UFO files that had been denied to him by the CIA and other Federal agencies and departments. Clinton's personal friend and Associate Attorney General, Webster Hubbell, was directly instructed to find out all he could about two questions: "One, who killed JFK. And two, are there UFOs?" Ultimately, Clinton's behind the scenes effort failed and his second term was engulfed by the Monica Lewinsky controversy.
In 1963, President Kennedy similarly attempted to gain access to UFO files by instructing NASA to participate in joint space and lunar missions with the Soviet Union. In putting into effect his commitment for joint space missions, President Kennedy issued a Confidential National Security Action Memorandum No. 271 on November 12, 1963 with the subject header:"Cooperation with the USSR on Outer Space Matters:"
I would like you to assume personally the initiative and central responsibility within the Government for the development of a program of substantive cooperation with the Soviet Union in the field of outer space, including the development of specific technical proposals.
Behind the scenes, however, President Kennedy had issued another Memorandum on the same day to the CIA. The Top Secret Memorandum instructed the CIA to release classified UFO files to NASA in order for it to cooperate with the USSR on outer space missions. The Top Secret Memorandum said:
[I] have instructed James Webb to develop a program with the Soviet Union in Joint space and lunar explorations. It would be very helpful if you would have the high threat [UFO] cases reviewed with the purpose of identification of bona fides as opposed to classified CIA and USAF sources…. When this data has been sorted out, I would like you to arrange a program of data sharing with NASA where Unknowns [UFOs] are a factor. This will help NASA mission directors in their defensive responsibilities. I would like an interim report on the data review no later than February 1, 1964.
Ten days after issuing his two memoranda to NASA and the CIA, President Kennedy was dead.

A Presidential Memorandum has zero legal effects. Hence, it does not overturn existing laws, regulations or Executive Orders.

That's not more than speculation and spreading once more the truth-is-just-around-the-corner false hope, since there is absolutly not official reference to such a claim.
If (alleged) aliens visited earth, President Obama knew about it and declassified the subject, it would not only turn world-economy upside down, but implications impacted into our society with a devastation of hundreds of tactical nuclear warheads. Disclosure of such highly toxic and radioactive information yes, but humanity in its wholeness needs a couple of centuries until it will have become matured enough for the truth. Whatever it will be.

Sorry, but I Strongly disagree. Truth makes us free. Is our skewed perception of reality what makes us go crazy. For example, it causes people say that global Big Lies are good for global health. Keep Prometheus chained!! men will burn each other other wise... but what about the cold nights?? what about the raw, bitter food???

You can assume, claim and demand whatever you want, hard fact is, humanity is even not ready for nuclear energy, cars and planes, since we pollute our planet. How should we be ready for even more powerful sources of energy that has the potential to tear our planet apart?
You should simply trust into your government. They showed great wisdom in the past and they will do the right things in the future, humanity will not encounter severe, bloody and even deadly disruptions.

A government responsible for the knowledge instead of people, just keep people being irresponsible, so there is no chance for people to grow up and lots of chance for government to become arrogant. Democracy means people have the power, that is the government I trust. The term 'deprogrammation' seems to confuse you. This HUMINT-term was meant as a non-insulting synonym for debrainwashing.
Sad fact is, human people are indeed guilty for the destruction of earth's biosphere and the inevitable climate collapse, that will take place in a couple of decades. They are ignorant against already existing non-polluting technologies 1) and excessive use of extremly destructive technologies and logistical concepts. Further, political constraints prevent a change from fossile to renewable fuels. E.g. OPEC and car industry would run amok.
As long as wars, terrorism and crimes exist, disclosure of Heim-hyperspace based technologies is a non-negotiable option. I trust into our govts, they keep these things secret and every whistleblower ends up with a bullet in his head.

Third: you congratulate yourself for the government keeping secrets you seem to already know. Very nice of you. Do you prefer Earth collapse over disclosure? First you state that people is no ready because they will use tech to cause more damage to Earth but then you say that people ignorance of better tech cause damage to Earth. Please, make this point clear.

Unethical would be to disclose technology and mindbogglingly powerful sources of energy, for that humanity in its wholeness is too primitive to use these things in a responsible manner. Remember, even the responsible use of combustion engines overstrain our ability to operate these things in a sustainable manner. (Conventional) nuclear technology have never been considered for applications used by the general public. So forget even more dangerous things. As far as we can not solve the upcoming climate collapse, eliminate hunger, wars, greed and predatory exploitation of natural and human resources, you should bury your unrealistic desires for a disclosure.

I cant but wonder about your posture. If this alternative energy sources exist and governments know about them, then why is that people isnt being educated about the correct use of enviroment so the government could release such technology? I dont think they keep such knowledge for good reasons. I think they are greedy.

I've never stated alternative energy sources were dangerous.
We have rather powerful and abundant alternative energy sources (e.g. solar-energy, geothermal energy, clean and safe nuclear energy from thorium-process, etc.). Political and economical reasons however forbid to flip to these sources, until the last drop of oil will have burnt and earth's atmosphere is turned into a venusian like. (That's not my decision, but there is no way out, since demoratic structures are already decayed too much and corruption rules)
Beside that, we have very powerful sources of energy, that relates on conversion of mass into energy according to the famous equation E=mc². Since this technology can do without nuclear material, it's not controllable. I won't tell you more about. So forget it - at least humans will have evolved enough, we could (theoretically) sell Uranium and Plutonium in a supermarket, and nobody wanted to abuse these elements.
So you can accept it or not.

Where i disagree is in you make it sound as if they were our only options. What about cold fusion or Tesla hidden technology?
Let me see if i understand, you state that:
-people is unreliable
-people must not get access to UFO knowledge because such knowlege will crash society
-people must not get advanced technology because people will abuse it.
-people must not mind on this issues and accept them as truth.
Right? but what about:
-government is unreliable
-government do abuse power
-Some governments aspire to become Big Brothers
-Absolute power cause absolute corruption.
You may have good reasons to be concerned about people behavior, nevertheless there are far worst issues about government behavior. You do accept government is the one keeping us on oil, dont you?
Helium 3 gas fuels Fusion reactors without radioactive waste as a biproduct. Basketball size reactors generate more than enough electricity to power a large 400 Amp residential panel. Mining the gas on the moon is cost preventative, but drill 42 miles into the Earth's mantle and it's there. Difficult, I know! I'm making a film, "My Favorite Alien" which comfortably introduces American born aliens to the PG market, and the story scientifically solves oil dependence. JFK is referred to in the story, and several others prominant figures as well. But, let's keep a sane perspective here? Some people would lose faith in their government if they believed superior alien technology was in the world today! No one wants chaos in society, so be cool about it. There will always be paranoid people and officials alike who believe protective measures must remain in place to protect us from some imaginary fear. Respect them equally as you desire respect from them. The future takes care of itself.

The UFO issue I agree is a very significant subject which has been denied to the public for many year now. It would have been completely irresponsible for the authorities to tell the world that we were are being visited by some sort of intelligence (perhaps many) and that these beings are far more advanced, they are likely to have widely ranging motives and we simply cannot hope to protect the citizenry should these people become hostile. Just after WW2 this kind of announcement would have been very foolish. There is a conspiracy to keep this information from the public and I am convinced that national security is a very real reason for this. One simple explanation is this. If a government admits to the UFO reality then what happens next? We the public learn how these secrets have been kept, the methodology and expenditure. The paying of reporters & companies, the possible extortion and murder. The illegal funding to lead these project's.theres more than 1 agenda here!
