Westchester, NY -  Apparently some dog owners across the nation are living in a vacuum. Another dog has perished after being left inside of an extremely hot vehicle - the dog owner is claiming ignorance.

Heriberto Palacio, 41, left his Maltese tied up inside of his van on Monday afternoon - despite the 95 degree temperature outside. The outdoor temperature was apparently hot enough that it warranted a one hour swim for Palacio - in the meantime, his little dog literally cooked to death inside of the vehicle.

Palacio left the little dog with the car windows cracked a meager 2 inches. The cracked windows were completely ineffective in reducing the interior vehicle heat, which climbed to a scalding 140 degrees. Palacio has been charged with animal cruelty.

FDR State Park police were alerted to the little dog's presence in the hot car by concerned passersby. The police moved the small dog to a shady area and offered water, but it was too late for the little Maltese who refused the water and died.

Palacio claims that there should have "been a public service announcement" warning of the dangers of dogs in hot cars. Hard to imagine that this man has missed the repeated warnings that are issued every year.

If you see a dog left in a hot vehicle, call 911. In the meantime, if you are at a retail establishment, contact a store manager and attempt to locate the owner of the vehicle over an intercom system.

Do not take your dog with you on warm days - interior car temperatures can reach dangerous levels quickly. Cracking a window is not sufficient, nor is parking in the shade. Please leave your pets at home with adequate water.

For those living in a vacuum, please print out a hot car warning to post at area parks and retail establishments.

No public service announcement will EVER fix STUPID!

At least the cops helped the pup and charged this idiot. Now if the mighty bright court folks would convict and charge him, THIS goof might not do it again.

This is terrible. Sure glad that they are charging him. So many people are just plain ignorant when it comes to their pets. Don't they understand if they get hot, so will their pets???

I just shows a lack of caring. If you truly loved your pet you would not place him in a situation you would not tolerate yourself.

At the moment, temperatures in England are climbing to towards the 90s. I walked my dogs early but even that early, the temperature was rising rapidly and I had to cut their walk short, let them have a bathe and drink in the local pond and came home. They usually love lying in the garden, in the sunshine but it was too hot for them to do that today. They would have been frantic within minutes if they had been in a hot car. What a truly horrible tortuous death.

Thank you Penny for reporting on the dangers of keeping dogs in hot cars and referencing MyDogIsCool.com! Every year around the country, dogs die after being locked inside cars while their owners shop or run other errands. These tragic deaths are entirely preventable.

United Animal Nations (UAN) operates the My Dog is Cool Campaign to let people know that leaving a dog in a car for even “just a few minutes” may be too long. People who want to learn more about this issue, and educate others, can find downloadable fliers and brochures on our Web site: www.MyDogIsCool.com

Thanks again for this lifesaving segment!
