The "mysterious milky white waters" showing up in Baltimore’s Inner Harbor, just as they did in a creek in Oak Ridge TN a week earlier, are simply more of the new normal.
On July 18 in parts of Baltimore's Inner Harbor, milky white water began spilling from the Jones Falls into the Inner Harbor. Hundreds of dead fish could be seen floating on the surface of the pale-colored water that moved more than 100 yards into the Inner Harbor. Preliminary tests showed little to no oxygen in the water, which puzzled “the experts.”

Just a few days earlier in Oak Ridge, Tennessee, the water in a creek there also turned milky white. According to the Oak Ridge fire department, the contaminant appeared to be water soluble and neutral in specific gravity because “it was not floating or sinking in the water.”
Are these rare occurrences? Not at all.
The waters in the United States in Wisconsin, Hawaii, and Pennsylvania, and in Canada in Coal Harbor in Vancouver BC and Burlington, Ontario, have also had their share of suddenly appearing “mysterious milky white substances,” and so it would seem has China. In May, an unidentified marshmallow-like substance oozed up from below ground, covering a street in the Pukou District of Nanjing.
Per the Zetas of ZetaTalk . . . just as on occasion, air can solidify into angel hair due to electrical changes in the particles holding the atoms together, a similar phenomenon can occur in water . . . When plate movement caused by the bowing of the North American continent occurs deep in rock, the pressure created as rock is pushed together creates electricity. This electricity flows through water trapped in the rock layers, temporarily changing the composition of the water, making it appear milky and causing bubbles to rise to the surface.
It seems that just as water can turn into ice or steam, so too can it change under pressure to a milky white substance. Should you expect more unusual incidents of this type as Planet X (Nibiru) draws closer to Earth increasing the bow stress on the North American continent? Yes. Be prepared for a lot more of the so-called "new normal."
It might be wise to keep in mind the words spoken by Tennessee Emergency Management’s Jim Brassham, who said, “The public needs to have a personal plan so that they can take care of themselves. The Calvary may not be able to show up the next day."
