Obama's comment came after the U.S. released an intelligence assessment that found with "high confidence" that Syrian President Bashar Assad's government carried out a chemical weapons attack last week.
A military strike on Syria would be in response to a chemical attack that killed over 1,400 people, including over 400 children. His comments were made in advance of a meeting with Baltic leaders at the White House. Saudi Arabia and other neighboring countries are reported to have also raised their threat levels.
