Miley Cyrus appeared on Jay Leno’s “Tonight Show” on Thursday and a major topic of conversation was the recent news about Justin Bieber and his two arrests in one week. According to a Jan. 31 post on People, the “Wrecking Ball” singer had plenty of legal advice for the younger singer.

Miley tells Leno that Bieber needs to hire people whose sole job it is to keep him out of trouble. She also recommends he buy a house and add a club to it. That way, Bieber could stay at home and party safely without fear of getting into trouble.

"You pay people to make sure you don't get in trouble – and party at your house. Buy a house, and add a club to it."

Regardless of what you think of Miley’s music or her behavior, for that matter, the singer/actress points out, "I don't see a Miley mug shot yet."

Another celebrity chiming in Thursday on Bieber’s legal woes was Dr. Phil McGraw. He appeared on Thursday's Late Show with David Letterman where he had this to say on the subject:

"You'd think there would be people paying huge sums of money to keep him out of trouble. Seriously!"

So Miley Cyrus and Dr. Phil are on the same page when it comes to Justin Bieber’s partying ways and subsequent legal troubles. What do you think?
