Michael's character has not been on screen other than the season premier and the "Tallahassee" episode but he is an integral part of the story as Emma's lost love and Henry's father. When asked when Neal would again appear on screen:

Ep 214 "Manhattan" RT @Marmoow: when is Neal going to come back?!?! I need him to meet Emma again!!!
and when asked how many episode he will appear in during the remainder of the season he replied with:

Show producers recently scooped that Neal and Henry would be sharing screen time this at some point this season, a fan asked James if he thought his on screen alter ego would be a good father he said replied with "I think he could. He would certainly try his hardest." The star also gave the scoop on whether or not his character will also turn out to be a fairy tale character with "Answers coming soon, promise" and "There will definitely be surprises. Stay tuned"
The former True Blood and Terriers star has transitioned well onto the "OUaT" cast, he mentioned that his favorite part of the show and filming is the cast and he mentions several times that he is having a lot of fun, there is a lot of laughter. He has really has enjoyed working with Jennifer Morrison. He describes the star as "Brilliant. Beautiful. Hysterical."
There hasn't been a lot of talk just yet about season three, who will be on the show and what will be happening in Storybrooke is still up in the air.
