The congressional-established commission advises NPS on operations of the Cedar Creek and Belle Grove National Historical Park in Virginia's Shenandoah Valley. Park exhibits highlight the Civil War and Virginia's agricultural history.
NPS seeks one member to represent each of the following interests: Warren County government, Middletown government, Frederick County government, the Cedar Creek Battlefield Foundation, Belle Grove Inc, the National Trust for Historic Preservation, the Shenandoah Valley Battlefields Foundation and a citizen interest group. NPS also seeks two members to represent private landowners within the park.
The commission consists of 15 members. They serve without pay, though they may get travel expenses and a per diem. Registered lobbyists are not permitted to serve.
