Members of the Manchester Police Department Special Investigative Unit arrested a city woman on Tuesday on charges of Breach of Bail Conditions (resulting from an arrest in November of 2013), and two felony counts of Possession of a Narcotic Drug, according to a Wednesday Manchester Police press release.
Kristen Lombard, 27, of Manchester was out on Bail for Prostitution and other drug charges when she was arrested about 9:00 p.m. Tuesday, police said.
The release stated that detectives Rich Valenti Jr., Aaron Brown and Mark Harrington were in the area of Pine Street and High Street investigating an unrelated matter. While there, they observed a pick-up truck, operated by Raymond Sanville, 59, and the passenger, later identified as Kristen Lombard.
Police said the pick-up truck parked in front of 452 Pine Street. Lombard entered the apartment complex and after a brief period of time came out and got back into the truck, which then left the immediate area. Based on their training and experience, as the detectives have made a number of drug arrests in the past several months, they believed Lombard’s behavior was consistent with someone purchasing drugs.
Detectives followed the motor vehicle for a brief period of time and stopped Mr. Sanville for a motor vehicle violation. While doing so, they spoke with Lombard and Sanville, who consented to a search of his vehicle. During the search, detectives located a “finger” of heroin (over 1 gram), and a small amount of crack cocaine in Lombard’s immediate area. She was placed under arrest for the aforementioned charges, police said.
