Recently, a man was spotted masturbating next to the section of the Schuylkill River Trail just south of the Water Works. Being an unseasonably warm Saturday afternoon, the walking and biking path was experiencing high-traffic that included tourists and children. The man was in view approximately 20 feet from the path.
This is not the first incident of public masturbation in Philadelphia. In September of 2012, a man was arrested and charged with indecent exposure for masturbating inside a local supermarket.
The man witnessed masturbating next to the Schuylkill was not confronted or arrested.
