Man charged with rape of child to be arraigned Wednesday

A Jackson man will be arraigned Wednesday morning after being charged with raping a child last year, according to a news release from the Jackson Police Department.

Jackson police have charged Thomas David Blackwell, who is also known as Dave Blackwell, 37, with rape of a child.

According to Tennessee Code Annotated 39-13-522, rape of a child is defined as the unlawful sexual penetration of a victim by the defendant or the defendant by a victim, if the victim is more than three years of age but less than thirteen years of age. Rape of a child is a Class A felony.

The release said Blackwell was arrested Tuesday morning at his Jackson apartment. His formal arraignment is scheduled for 8 a.m. Wednesday via video link in Jackson City Court.

On March 6, the Tennessee Department of Children's Services notified police about a child sex abuse allegation, the release said.

Investigators determined that Blackwell, who was a friend of the child's family, had sexual contact with the girl in December at a Jackson hotel.
