Man accused of dragging dog behind truck faces upgraded felony charge

The man believed to be responsible for severely injuring a young dog who was dragged behind a truck in Greenville, S.C., is now facing a more serious charge, reported Fox Carolina News.

On Tuesday, officials upgraded the charges against Roger Owens of Marietta to felony ill treatment of animals; prior to an in depth investigation, Owens was issued a uniform ordinance summons for animal cruelty which carried only a small fine.

As a result of the upgraded charge, Owens could face more serious penalties if he is convicted.

Owens is accused of dragging a young pit bull, dubbed "Andra Grace," behind a truck on Nov. 29. The dog was severely injured in the cruel incident and she is only believed to have survived because the rope, which tethered her to the vehicle, broke.

The dragging left Andra Grace with a multitude of horrific injuries, including de-gloved back paws, toenails ripped out, front paw pads torn and knees which were skinned and mangled.

After the dragging incident, the rescue agency, Special Needs Animal Rescue and Rehabilitation (SNARR), took responsibility for Andra Grace and they offered a reward for information leading to the person who is responsible for the cruel act.

Shortly thereafter, Owens was identified and cited.
