When a cocktail calls for honey, you should dissolve the honey before adding ice so the honey actually mixes evenly throughout the drink. If you make a lot of cocktails with honey, just make a honey syrup and keep it in the fridge.
I always use local honey for two reasons: it tastes better, and it has proven health benefits. By eating local honey, which is infused with local pollen and other allergens, you actually build a stronger immunity to said allergens when allergy season starts. What a yummy side effect.
Mix equal parts honey and very hot water until the honey is dissolved. Store in a sealed container in the fridge for up to two weeks.
