Long arrest record of man who dragged SC dog Andra Grace shows a violent past

The small town of Marietta, South Carolina has made the news twice over the last few weeks. First with Roger Owens, the man with a colorful past who viciously dragged an innocent dog behind his pickup truck. The most recent story made news about a cat being shot in Marietta.

This article deals with Roger Owens and his lengthy arrest record. More than a week after committing this horrific abuse on an innocent dog, he remains a free man after being handed a "ticket" for animal cruelty. Those in the upstate, and beyond, would like to see Owens pay for his crime.

The Examiner article last written on Owens gave a case by case record of his priors. What I've done is to look each of those cases up individually so everyone can see just how dangerous it is to live in the Marietta community.

Roger Owens was arrested 3/21/1990 (02609MC) and charged with suspension and multiple other charges. Judges: Taylor, Thomas Enlow Ed"" Disposition Judge: Brown, Luke N. Jr. Sentenced to 60 days or $300. Paid a fine of $423.25. Released after arrest on $1,000 PR bond.

Roger Owens was arrested 2/2/1991 (Q565961) and charged with DUS. He was tried in Greenville General Sessions Court by Judge Dill Broadis Blackwell and sentenced to 90 days on weekends.

Roger Owens was arrested 11/10/1991(R184827) and charged with DUS 3rd offense and above. He was tried in Greenville General Sessions court by Judge Charles Ralph Garrett. PG OTH CHG is listed as his sentence.

Roger Owens was arrested 2/22/1995 (E148399) and charged with forgery. Judge Eppathine James dropped charges with no warrant in Greenville General Sessions court. This one cost Owens a total of $6,000 surety bond.

Roger Owens was arrested 11/23/1996 (F032268) and charged with forgery less than $5,000. He went before Judge Ulysses Jerome Thompson in Greenville General Sessions Court. Restitution paid was the sentence handed down. Owens bonded out on a PR bond of $9,600.

Roger Owens was arrested 3/23/1997 (E715808) and charged with burglary. The case was tried in Greenville General Sessions Court by Diane Day Cagle. Case was dismissed on no merit. Owens bonded out on a $5,000 PR bond.

Roger Owens was arrested 8/25/1998(79016AT) and charged with DUS. Case was heard in Greenville Sessions Court by Judges Shirley Landreth Burnette. Owens bonded out after arrest on a $1,000 PR bond.

This is a continuance of 8/25/1998 (79017AT) where Roger Owens was charged in city of Traveler's Rest traffic court for use of license plate other than for vehicle issued. Owens paid an $87 fine.

Date filed 2/8/1999(13420BB) shows Roger Owens being charged and went before the judge in Cleveland Summary Court with DUS. Judge Morgan, Bobby Lindbergh presiding. Case was transmitted to General Sessions Court.

Roger Owens was arrested on 4/9/2005 (H885461) and charged with trying to distribute, sell, purchase, manufacture. crack cocaine, or pwid, near school. He was tried in Greenville General Sessions Court by Judge Matthew Raymond Hawley, Jr. James Owens paid a $6,250 accomodation bond. At this time, Owens also faced charges of distributing controlled substances near a school, which was turned over to City of Greenville Court. This was case H885461 and Owens was bonded out on a $2,500 surety bond paid by James Owens.

Date filed 4/18/01 (70148BS) shows Roger Owens being charged with assault and battery simple common law. Case was heard before Diane Day Cagle in West Greenville Summary Court. He was sentenced to time served with no fine.

Roger Owens was arrested 7/5/2005 (82529DH) on open container/wine in vehicle. Judges Matthew Hawley and Wanda Lee Evans presided in City of Greenville court. Owens was sentenced to 20 hours community service. He bonded out of jail on PR bond of $295.50.

Roger Owens was also arrested 7/5/2005 (82530DH) on drug paraphernalia/possession. He appeared in City of Greenville court before Judges Matthew Hawley and Wanda Lee Evans and was sentenced to 40 hours community service. Owens bonded out on a PR bond of $1,377.50.

Roger Owens was arrested 8/24/2005 (I341620) and charged with malicious injury to animals and personal property $5,000. Charges reduced to malicious injury to animals and personal property $1,000. Judges: Butler, Horace Jr. Disposition Judge: Magistrates General Sessions Court. Sentenced to 40 days and a $125 fine. Released after arrest on $5,000 accomodation bond.

Filed date 9/29/2005 in West Greenville Summary Court. Roger Owens charged with possession of 28g(1oz) or less of marijuana or 10g or less of hash or cocaine.Pled guilty before Judge Diane Day Cagle. No fine or sentence listed.

Filed date 9/29/2005(23416DE) bench trial guilty suspended before Judge Diane Day Cagle in West Greenville Summary Court. Possession of drug paraphernalia. No fine or sentence listed.

The following was filed 10/8/2007(C826788) when Roger Owens was charged with DUI 1st offense. He went before Judge Charles Ralph Garrett in Chick Springs Summary Court. For this charge he got off with a time payment and no jail time. A total of $992 was paid.

The following was also filed 10/08/2007 when Roger Owens was charged with driving under suspension, license not suspended for DUI - 1st offense. Judge Charles Ralph Garrett in Chick Springs Summary Court handed down a fine of $647.50.

Roger Owens was arrested 5/19/2010 (E522158) and charged with DUI less than a .10, 2nd offense. Judge Charles Ralph Garrett presided in Greenville Sessions Court. Owens was sentenced to 6 months and $2100 suspended to 20 days HIP and $1100.Fine costs were $2600.24 and Owens bonded out with a surety bond of $3,000.

On 5/20/2008 (D340855) Roger Owens was in court charged with driving under suspension, license not suspended for DUI - 1st offense. Not sure whether this is connected to the 2007 case. Owens went before Cleveland Summary Court with Judge Jesse A. McCall, Jr. This was a highway patrol charge after Owens was stopped on Laurens Road. A $600 fine is listed with this one.

This 5/20/2008 (D340856) came from the same stop on Laurens Road. Roger Owens was charged with going less than 10 miles over the speed limit. A $77 fine was paid on this one. There is also a seatbelt violation (D340857) resulting in a $25 fine.

Roger Owens was arrested on 2/26/2011( 55663FF) and charged with possession of drug paraphernalia in West Greenville Summary Court. Judge Diane Day Cagle presiding. Sentenced to 39 days or $1188. No fine listed being paid. Bonded out on $1,093 surety bond.

Here's the "biggy" for Roger Owens. He was arrested 2/27/2011 ( I431690) and charged with "assault, beat, or wound police officer serving process or while resisting arrest." For this charge, Owens was tried in in Greenville General Sessions Court by Judge Diane Day Cagle, then Disposition Judge Edward W. Miller, where he was sentenced to 12 months. He had a $133.90 fine, which is showing still due. Owens bailed out after arrest on a $10,000 professional bond paid by Tracy Bowen.

Roger Owens was arrested 4/4/2011 (F062475) and charged with Habitual Traffic Offenders, DUS as per Habitual Traffic Offender status. He went before Judge Jesse A. McCall, Jr. in Greenville County General Sessions Court. Owens was sentenced to 12 months. He had a $133.90 fine and his PR bond was $2,500 for this arrest.

Roger Owens was also arrested on 4/4/2011 (F062476) for driving under suspension, license suspended for DUI - 1st offense. Keep in mind he was listed 1st offense above in the arrest from 10/8/2007. Judge Jesse A. McCall, Jr. was over the case in Cleveland Summary Court. A fine of $652.50 was paid and he bonded out after arrest on $653.00 PR bond.

File date 4/5/2011 (F062474) Cleveland Summary Court saw Roger Owens for seatbelt violation. Judge Jesse A. McCall presided. A $25 fine was paid.
