Livingston considers water rationing

In a move to conserve water during California drought, the Livingston City Council will consider restricting outside water use, according to documents released Friday by city staff.

Under the proposal to be considered on Tuesday, no outside watering would be allowed in Livingston on Wednesdays.

Residents with homes ending in the numbers 0, 2, 4, 6 and 8 would be allowed to water their lawns on Sundays, Tuesdays and Fridays.

Residents with homes ending in the numbers 1, 3, 5, 7 and 9 would be allowed to water their lawns on Mondays, Thursdays and Saturdays.

Livingston residents would be able to water their cars on designated watering days and on Saturdays and Sundays, regardless of house numbers, but only if the vehicles are washed with hoses attached to “quick-acting positive shut-off nozzles.”

California Gov. Jerry Brown on Friday issued a formal drought declaration for the state.

“We can’t make it rain, but we can be much better prepared for the terrible consequences that California’s drought now threatens, including dramatically less water for our farms and communities and increased fires in both urban and rural areas,” Brown said. “I've declared this emergency and I’m calling all Californians to conserve water in every way possible.”

California’s snowpack water is at 20 percent of normal average, according to state officials.

The state projects 2014 will turn out to be California’s driest year in recorded history.
