South Carolina Senator Lindsey Graham appeared on ABC's This Week this morning and called on Republicans to agree with President Obama in passing a budget that would not delay or defund the Affordable Care Act, also known as Obamacare. Graham also called on Rep. Paul Ryan (R-WI) to take the lead in negotiating an end to the government shutdown.
The moderate Republican senator said on This Week this morning that Ryan and Speaker John Boehner should “pass something out of the House that doesn't delay or defund [Obamacare], but would be good government.”
“That’s the best thing for the Republican party and for the country,” Graham said. “But as between House and Senate Republicans, the sooner this is over, the better for us, guys.”
Graham appears to believe that the government shutdown is politically a negative factor for Republicans, and that the GOP would fare better if it negotiated an end to the shutdown. He also appears to believe that the failure of Obamacare will be politically costly to the Democrats in 2014, and that Republicans should focus on that in their efforts to defeat Obamacare and the Democrats in future elections.
This apparent belief that the “collapse” of Obamacare would lead to the defeat of Democrats at the polls, and Republicans should end the shutdown and count on that happening, has lead to syndicated conservative talk show host Rush Limbaugh to refer to Graham and other Republicans who espouse that strategy as the “collapse caucus.” Other Republicans, such as Texas Senator Ted Cruz, believes that Obamacare must be defeated by defunding the program and ultimately fully repealing it.
