Antonio Cruz, of Lancaster city, was found guilty of animal cruelty in connection with the puppies found stuffed in a bird cage and left on the curb for trash at the corner of Shippen and Green Streets last July.
The puppies were brought to the Lancaster County SPCA, where it was determined by a veterinarian that, due to the severity of their condition, they needed to be humanely euthanized.
SPCA Director Susan Martin says it was one of the worst cases of animal cruelty she has ever witnessed.
A summary trial was held before District Judge Kelly Ballentine today, February 18. Cruz's only punishment will be a $500 fine.
