Justin Bieber has resurfaced in Panama following his Florida arrest last week. Now mentor Usher and manager Scooter Braun have been spotted there along with Justin's childhood best friend. Speculation is rampant that an intervention is in the works, according to TMZ on Jan. 26.

Bieber was arrested for DUI and alleged drag racing in the early hours of Thursday in Miami Beach, Fla.. But the head of the company that rented Justin the exotic yellow Lamborghini he was driving told CNN on Saturday, that the GPS tracking system indicated he never exceeded 55 mph in the 15 minutes prior to the stop.

While that may be good news for the Canadian pop star on his drag racing charge, sources say the DUI is another matter. Apparently 19-year-old Bieber blew a .011 and .014 on two Breathalyzer tests given to him at the police station.

Florida's legal limit for drivers under the drinking age of 21 is .02. But the police report indicated Justin failed a field sobriety test given to him at the police station.

He also allegedly admitted to drinking, smoking pot and taking prescription pills, police said. However, the singer may be in even more hot water over his egging incident from earlier in the month.

In that case, prosecutors are close to a decision on possible charges in California for Bieber's role in egging his Calabasas neighbor's house to the tune of $20,000 in damages on Jan. 9.

"We will have a dialogue with the district attorney...," L.A. County Sheriff's Lt. David Thompson said Friday. "It will be up to them to file charges and what charges at that time."

A felony vandalism charge could pose the biggest threat to Justin's freedom and ability to tour the world. But even though a felony could mean jail time, probation seems much more likely if Bieber is ultimately convicted.

Florida law enforcement officials say it could be two or three weeks before tests come back from the lab, which should give a more accurate blood-alcohol reading, and indicate if he was high on marijuana.

Meanwhile, as for Justin's longtime friend Ryan Butler showing up in Panama along with Usher and Scooter following his arrest, sources close to the situation say it has all the earmarks of an intervention.

Multiple sources have been saying Justin has a serious drug habit and needs rehab. One "Belieber" fan who posed with Usher for a photo in Panama described Justin as, "the youth idol who some love and many others hate."
