Powell is three years removed from playing in the Class 5A title game in 2011.
Now the Panthers are working on their fourth coach in as many years.
They're hoping John Allen can stabilize the program.
Allen, who coached at Chattanooga Central last season has been named as the Panthers new head coach.
"Powell is a great community and reminds me a lot of where I grown up in Rhea County," Allen said. "The community really gets behind the program and they have a lot of things in place and I think it's a great fit for me and my family."
He replaces Tobi Kilgore who resigned after the season to take the Karns head coaching job.
The Panthers are coming off a 5-5 record and missed the playoffs for the first time since 2000.
Allen has a 76-75 overall record with stops at Chattanooga Central (2011-13), Silverdale (2006-10), Bradley Central (2005) and Lakeview Fort Oglethorpe (GA) (2000-04).
In his three seasons at Central, he posted a 10-21 record but led the Purple Pounders to the 4A playoffs in 2013.
His best years were at LFO where he accumulated a 40-16 record.
His LFO teams made four consecutive playoff appearances from 2001-04.
He helped Silverdale make three playoff appearances (2007, 08 and 09).
Currently there are open jobs at Whitwell, Middle Tennessee Christian, Clay County, Bolivar, Fairley, Clarksville Northwest, Ezell Harding, Red Bank, Bearden, Carter, Perry County, Monterey, Clarksville, Halls, Unicoi County, Nashville Overton, Marion County, Kirby, Chattanooga Central, Jackson Christian, Knoxville Central and Richland as schools currently looking for a head coach.
