Jaycee Lee Dugard case: Garrido only one of many sex offenders in Calif. town (photo,video links)

In the working-class neighborhood of Antioch, Calif., where the sex offender and accused abductor of Jaycee Lee Dugard lived, there are over 100 registered sex offenders.

According to the Associated Press, three other registered sex offenders live within just a block or two from Phillip Garrido’s. 

Charles Mickelson, who lives a block from Garrido and next door to two other registered sex offenders, told the AP, “We’ve got plenty of ‘em around here.”

Small communities such as Antioch tend to attract sex offenders because in such locations, it is easier for them to comply with laws requiring them to keep their distance from places where children gather, such as schools and parks.

Joan Petersilia, the co-director of Stanford University’s Criminal Justice Center, said “They want to operate under the radar, so that’s the reason they move out there.”

The AP reports that Antioch, Calif. has more registered sex offenders per capita than San Francisco and several other San Francisco Bay area communities.

The state approved Jessica’s Law in 2006, which prohibits sex offenders from living within 2,000 feet of a park or school. It also requires them to wear a satellite tracking device for life. The law came about after, 9-year-old Jessica Lundsford, was kidnapped, raped, and then buried alive by a convicted sex offender that lived near her Florida home.

Nonetheless, the law does not work retroactively and did not apply to Garrido because he was convicted of rape and kidnapping in the 70s—well before Jessica’s Law was enacted.

Garrido was registered as a sex offender, with his photo, name, address, and offense posted online. He was also on lifetime parole, requiring him to regularly report to a parole officer and wear a tracking device. But, even with these restrictions, he was able to kidnap and conceal Jaycee and the two children he fathered with her in the family backyard for almost two decades.

Garrido and his wife, Nancy, are accused of kidnapping an 11-year-old Jaycee in 1991, and have pleaded not guilty to 29 felony charges, including kidnapping, rape, and false imprisonment.

    All the attention given to registered sex offenders gives a distorted perception of the more likely perpetrators of sex crimes against children. According to the U.S. Department of Justice, 93% of children who are victims of sexual abuse are victimized by family members or acquaintances. 94% of those arrested for the sexual molestation of children in New York State are first time offenders who are not listed on any registry. To put it another way, if a child has been the victim of sexual abuse, the odds are 4 in 1,000 that the child was victimized by a stranger who is a registered sex offender. The odds are far greater, 874 in 1,000, that the child was victimized by a family member or acquaintance who is not listed on the sex offender registry. The primary effect of sex offender registries is to give the public a false sense of security.

    The cops needs to drag in evey one of this turds known associates and see if they were a part of the gang rapes this girl had to endure. If so, put a bullet in their head.

    I forgot where I see the statics but approximately 30 percent, 1 out of 3 on the registry were individuals convicted of Romeo & Juliet cases for teen consensual sex.. Once they reach 18 they are put on the public registry and you cannot tell who is what.

    What the law makers fail to do is separate the truly dangerous from those who are low to no risk.

    Example

    1. Those who did NOT KNOW their victim - The stranger
    2. The VIOLENT offender
    3. The REPEAT offender

    In this case Garrido fit all three categories.

    93% of all sex offenses occure IN THE HOME by a family member or by those known to the family. This category has an extremely low recidivist rate. about 5%.

    When will the law makers learn and quit writing law that endangers children?? Because the laws as they are written today, "DOES MORE HARM THAN GOOD."
