Initiative 300 is Denver’s most unique item on the ballot. It calls for research and acknowledgment that extraterrestrials exist. I recently approached Initiative 300 proponent Jeff Peckman with some questions about Initiative 300’s opposition. What came out were some disturbing facts about what supporters of the Extraterrestrial Affairs Commission ballot initiative have faced during the two and a half year effort that have not been made public. There is at least some evidence that opponents to Initiative 300 have been getting backed by people in very dark places.
1. What kind of opposition are you and 'Initiative 300' getting?
“There is no opposition coming from the Denver Democratic Party. They are neutral on Initiative 300 but are opposing all other numbered ballot initiatives.”
“The opposition to Initiative 300 in Denver is coming primarily from two ghost-chasers with the Rocky Mountain Paranormal Research Society. The crazy thing is that their campaign is a hoax. You can tell that easily by the content of their web site at www.denveretcommission.org and their MIB Facebook. Both sites have hoaxed photos and absurd claims. They wanted to get known so they could be in a ghost-chasing reality TV show called "Colorado X". It is like the infamous ‘balloon boy dad’ hoax.”
“They created a hoax video in May 2008 in an attempt to discredit some evidence of an unusual phenomenon that became known as the ‘alien in the window’ video. They knew that the news media had done a flood of coverage on the Extraterrestrial Affairs Commission ballot initiative and that reporters would seek out opposing views. So these two guys jumped in early to be that opposing view. They approached me after a meeting at the Denver City and County Building. One of them even suggested that we work together to build up a battle so the news would cover the story even more. But I said “no thanks” and just encouraged them to be truthful on their web site. It went right over their heads and their ethics.”
2. What are their main arguments?

“Mostly they are challenging evidence of UFOs and ETs and the ‘no cost’ mandate for the commission. But they are barking up the wrong tree in opposing Initiative 300. It’s the ET Affairs commission that is supposed to collect credible evidence of ET visitations and post it on the city web site for the public to see. So it is the commission to which they should be addressing their concerns. They are complaining in advance about evidence that they have not even seen.”
“On the cost issue, they are repeating the same wrong accusations of ‘costs to the city’ over and over in hopes that voters will believe them. Even the Denver Budget Management Director confirmed six months ago that the ETA Commission will not be funded by the city budget. He was right because of the legally binding language of Initiative 300 that states the commission must be funded ‘entirely by grants, gifts, and donations, without requiring any fiscal outlay from the city budget.’ These two guys just refuse to take “no cost” for an answer.”
“The ‘no cost to the city’ mandate is part of what the Mayor’s Office must enforce, just like the other mandates in the ordinance. For example, the city is under no obligation to comply with the mandate of allowing the commission to fulfill its duties and put evidence on the city web site, unless the city can also be assured that it will not incur costs from the commission that won't be reimbursed. It’s a package deal.”
“The arguments of these two guys are really just a hoax too. They have no history of ever being concerned about other ballot initiatives that actually do create costs for the city government and taxpayers. And the main person that signed up to be the opposition committee did not even become a registered Denver voter until three weeks after the elections office determined we had enough valid signatures. They seem to be mostly interested in distracting, discouraging, and wasting the time of Initiative 300 supporters through amateurish kinds of psychological warfare.”
3. Why is there confusion regarding 'Initiative 300' being funded by "Grants, gifts and donations."
“One reason is that the most vocal opponents falsely claim over and over that the Extraterrestrial Affairs Commission will cost the city money and I’ve already addressed that. The other reason is that the Denver Budget Management Director estimated indirect costs for the city that simply would need reimbursing. Unfortunately, 90% of the expense categories he suggested do not apply to the ET Affairs Commission activities. I’ve explained all this in detail at the Initiative 300 web site.”

“But here’s one example of an item that accounts for about one third of the estimate by the Denver Budget Management Director. Keep in mind that he also confirmed that the Denver ET Affairs Commission would not be city funded:”
“Television Coverage
$8,600 - The budget for four committee meetings in room 391 at the City and County Building. This is only an estimate and is subject to vary if location, number of meetings and time allotment change. Television coverage was not requested in the ordinance, but if the language in the ordinance is modified these costs need to be identified.”
“There are two very obvious points in his estimate and one is a major mistake:”
“A. As he correctly stated, ‘Television coverage was not requested in the ordinance.’”
“B. The language of an ordinance passed by the voters cannot be modified to request televised meetings once it is voted into law. His mistake was in suggesting that it could be changed.”
“So the $8,600 estimate is not applicable to Initiative 300 or the commission. There were other equally obvious mistakes. And the remaining 10% of his estimate that might be applicable can easily be managed by a “pay as you go” policy with an advance deposit. Any suggestion that taxpayers will get stuck with paying for costs of the commission is completely wrong.”
4. What do you think is their motivation?
“One motivation is obviously that they are desperate for publicity at just about any cost. But I don’t think that accounts for the almost total obsession they have had for two and a half years when they have gone to great lengths to attempt to discredit me and Initiative 300. They have also attacked many other people who are only indirectly and remotely associated with Initiative 300 or UFO evidence in general.”
5. What more could there be? Do you feel there is any type of agency interference or "conspiracy" against Initiative 300 to prevent possible information about medical breakthroughs or free energy?
“People warned me about that from the beginning. There is nothing I could prove but there are certainly suspicious pieces of a puzzle.”
“A great deal of eye-witness testimony from whistle-blowers provides compelling evidence that agencies in the government, quasi-government agencies, and corporations with government ties have a long history of preventing disclosure that we have been visited by Extraterrestrial intelligent beings. After all, there are even declassified government documents that show this and entire books written about this topic. This started with the CIA's Robertson Panel in 1953 and control over news media. “Last year I received an e-mail from Josh, a former member of the RMPRS stating that Baxter was a 'nobody' that answered to Bryan Bonner and that Bryan was possibly associated with an inside agency because he carried a ‘Federal Government I.D.,’ paid for things with a ‘seemingly bottomless black credit card,’ and ‘often went to the corner to answer phone calls in a reverent tone of voice.’ I don't think any person is a 'nobody' but it was a funny word choice because a person with ‘no body’ is a ghost, and these guys are ghost chasers."
“B. During last year, someone named “Shol’va” was posting comments after articles about disclosure and the government cover-up in an apparent attempt to discourage and intimidate disclosure advocates. In the Stargate series, Shol’va meant “traitor”. It was not only on my Denver UFO Examiner column but many other articles. The interesting thing was that in one or more of his article postings, the e-mail address associated with the comment was 'sholva AT CIA dot gov.' That really got me curious.”
“C. Last week on October 20, a top writer for the Committee for Skeptical Inquiry posted an article at the CSI web site that was a lengthy rant smearing Initiative 300 and people associated with it. It was not merely presenting an opposing view. It contained blatant lies claiming Initiative 300 would cost Denver $100,000 for the election; that the ET Affairs Commission would cost Denver tens of thousands of dollars each year; and that 6,000 petition signatures were invalidated due to claims they were falsified.”
“These false accusations from CSI are not surprising. CSI is widely viewed as somewhat of a “debunkers cult” using people with academic credentials to be a propaganda wing for intelligence agencies and corporations that oppose everything from disclosure of the ET reality to holistic health care. In the following article I identified the many wrong accusations of the writer Karen Stollznow. Not surprisingly, her primary source of information against Initiative 300 was none other than the two opponents of Initiative 300 from RMPRS.”

The interview with Jeff Peckman proved to be very interesting and controversial. Call it paranoia, call it suspicion, or call it evidence, but either way something big is happening in Denver on Election Day.

This all makes sense now. The questions from the author reminded me of important related facts that would explain a lot! The answers above combined with these other facts explain why Baxter and Bonner, and their cohorts, Nitor (Always Ask Why), and Rj/Rjdenver have been so obsessed and devious in trying to undermine Initiative 300.
In July 2008, someone burglarized ET contactee Stan Romanek's home. The thieves took a DVD with a special version of the "alien in the window" video. Two days later it showed up on either YouTube, with the posting traced back to Baxter and Bonner at their Warning Radio program, or was posted directly on their Warning Radio web site, or both. Baxter and Bonner said they did not steal it and that it was just "given" to them.
But there is something suspicious about the attempt on their web site to portray Stan as dishonest and discredit him over this story. On their web site at www.denveretcommssion.org, these ghost-chasers said. "Later Stan's Lawyer claimed that Stan's home had been broken into and that Law enforcement was working on the case. Once again we contacted the Lakewood Police and they did not have any records of his claims. Several months later Stan claimed that someone 'shot at him' and because of the attempts on his life and the previous issues, he had become on a first-name basis with the Police. We contacted the Police (Denver & Lakewood) to discuss the 'shooting' and neither one had any reports".
Their devious attempt to make Stan Romanek look dishonest is pathetic. Stan did not even live in Denver or Lakewood at the time of these crimes. So of course the law enforcement offices in these places would not have records of the crimes committed against Stan.
At first it seemed that Baxter and Bonner were just sloppy, unprofessional, and incompetent ghost-chasers despite the fact that they claim to be first rate paranormal investigators. Now it seems they could have a much more sinister agenda and alliances. Evidently, they are pretending to be ignorant of where the crime took place. Their close association with Karen Stollznow of the Committee for Skeptical Inquiry, and possibly a covert agency or private organization is now making the picture very clear.
Anyone looking at their web site and outrageously deceptive tactics would find it very easy to believe they are getting outside help. Whether it's from the CIA, NSA, or other covert group, does not really matter. But it's possible that tax money is being used illegally to influence the outcome of the Denver election on Initiative 300. It's very obvious that Baxter does not write all the comments he signs off as author.
There's plenty of motive for a covert agency to try and defeat Initiative 300. The CIA, which has controlled the secrecy around UFOs and ETs for over 50 years, has a long history of siphoning hundreds of billions of dollars from other Federal programs without any Congressional oversight. This is summarized in the Initiative 300 voter education newspaper. Much of this is tied to maintaining secrecy of UFO/ET facts and related "black budget" projects.
When the public realizes, through Initiative 300, how much the government secrecy has hurt local economies and local government programs, an uprising might occur that could be far more than just embarrassing for the Federal government. That is most likely the bigger reason that Baxter and Bonner and their cohorts are relentless in misrepresenting the facts about Initiative 300. They are trying to draw attention away from the real issues and truth of the government cover-up and CIA money siphoning.
Their real interest seems is in keeping UFO/ET files in the hands of covert agencies that have no accountability or transparency, and bloated multi-billion dollar budgets at stake.
This whole ugly scenario highlights the need for disclosure to start at a local level where the public can keep a close eye on it. Passing Initiative 300 could help expose the long term fraud and corruption within the Federal government. This by itself is a good enough reason to Vote Yes on Initiative 300 in Denver.

Dear citizens of Denver Colorado, you're approaching a monumental time in human history. As you all may or may not know the Denver 300 initiative voting is just around the corner, and for the first time we the people have the opportunity to shed a light on man's biggest and most controversial mystery. It doesn't happen every day where we the citizens of this great nation can make a serious impact and understanding of the future for all. Isn't it obvious that we have a curiosity and concern for unexplained things flying around our skies daily all over the planet? Anyone who will take the time and glance at the documented proof of UFOs recorded daily throughout our world can only wonder what it is, you would have to be in complete oblivion not to notice something strange is happening. I really don't think that the majority of you prefer to take a blind eye to what is really the truth. Believe me you are not alone in your curiosity, New York and California are following this trend with a similar initiative presented and the whole world is watching and wonders what you're thinking and long for the opportunity to make a difference such as you in your vote to find out more about this amazing phenomena. Jeff Peckman has nobly and courageously placed himself in position to make a difference for all of us, "if you don't stand for something, you'll fall for anything" anyone who opposes what he is attempting to achieve can only be in denial of realities that are present or a hidden agenda to continue to discredit the true facts. I myself have personally recorded, documented and enhanced hundreds of UFOs in the state of Florida and Ohio as well as clarified UFO images over Denver and all over the world. I believe let everyone believe what the want to on the subject. That's what's great about life is that we are free to think whatever we want. This controversy is a perfect example that everyone has different beliefs how we were created free and evolve within freedom in our beliefs.
Throughout the animal kingdom evolution is within thought first and then physical attributes. Your thought is what evolves your physisical attributes. Evolution is through instinct. There was one, then two, then four,then eight,then 16, 32, and so on... Each species that are on the planet with different breeds split in to two,then each of those into two,and so on and so forth...
To keep life going you need to come together, i.e a man and a woman... Transculturation can even go as far as interbreeding within races. Interbreeding between races is 1+1=1. One male and one female, equal one child. One child can be One of two or both, having both male and female parts at the same time.
So there are three options for what a baby can be born as and the middle is very rare but its there. It is just about as rare as redheaded people on the planet. There will always be the middle where sides meet. Define the center for yourself and determine your beliefs.
Life on other worlds can be possible,because of evolution. Life evolves due to conditions of planet, consumption, and exposure. The conditions have to be right for healthy evolution.
