A Certified Professional Midwife (CPM) is an independent practitioner who provides care to women and their babies from the time they learn they are pregnant through the postpartum period. The women who choose CPMs intend to have their babies at home. A CPM is an expert in normal, healthy pregnancy and birth.
In Indiana, it is illegal to practice a certified professional midwife and delivery babies in a home setting. A doctorate degree is needed to practice as a Certified Nurse Midwife (CNM) under the supervision of an obstetrician in a hospital setting.
Currently, there is House Bill (1135) that will be going to the desk of Republican House Representative Ed Clere, head of the Health Committee in the House.
In order to ensure he listens to the bill when it is brought to his attention, home birth supporters are being encouraged to email him and politely ask him to consider the bill.
His email address is H72@iga.in.gov.
HB 1135, according to the Indiana government website:
Establishes the midwifery board (board). Sets qualifications for a certified direct entry midwife (CDEM). Requires the board to: (1) establish continuing education requirements; (2) develop peer review procedures; and (3) adopt rules concerning the competent practice of CDEMs. Establishes penalties for practicing midwifery without a license. Adds culpability standards to the crimes of practicing medicine or osteopathic medicine and acting as a physician assistant without a license. Allows CDEMs to administer certain prescription drugs. Allows certain individuals to act under the supervision of a CDEM. Repeals the definition of "midwife" in the medical malpractice law, and adds the definition of "certified nurse midwife". Makes conforming changes.
If you want to send an email to Rep. Clere, but don't know how to word the email, here's a template you can use. Keep it short, respectful and to the point:
Dear House Representative Mr. Clere:
As a homebirth supporter who understands the the benefits of birthing with a midwife, I strongly encourage you to take a look at HB 1135.
Not only will it improve our state's rights for women, but will ensure better medical care and a lower rate of maternal mortality.
Thank you for your time and considering to hear HB 1135,
