Whether you can believe you can do something or not you are right. Your beliefs tell your nervous sytem what you are going to do.
Your mind and body are connected. The "state of mind" you find yourself in indetrmines the quality of movements you make, and the range and ability of behaviors you're able to produce.
The state of mind you are in can be an enabling state of mind or a paralyzing state of mind. These states of mind are determined by whatever we are acting from, concern or a state of trust.
These reactions are usually based on what was modeled to us by our parents. Take for instance, when your dad came home late from work, did your mother meet him with concern for his safety and trust, or distrust and anger? So you see this is just one small example of how our beliefs and attitudes are based from past experiences and their representations.
How you filter your experiences explains your perception and why two people can percieve of the same experience completely different. Take the perception of witnesses at a car accident. The police officer knows that he will find that every witnesses testimony of the car wreck will be different, based on their past experiences, and he must learn how to listen to dig through and decipher there meaning to get to the facts.
