Impulse is one of 20 cards being reprinted in Wizards of the Coast's upcoming limited edition set "From The Vault: Twenty."

Look at the top four cards of your library. Put one of them into your hand and the rest on the bottom of your library in any order.

It's very important to note that the original version of Impulse from "Visions" required player's to shuffle their decks, making Impulse better than Brainstorm from "Ice Age." It allowed blue players to dig deep into their decks without getting stuck seeing the same cards again, finding important combo pieces.
In 1998 the card was issued errata to no longer shuffle your deck. Four years later in 2002 the fetchlands from "Onslaught" were printed, and Brainstorm had become much more powerful. Even then though, both Brainstorm and Impulse would see play side by side in combo decks.
Since then there's been new draw spells such as Ponder that have stolen the spotlight from Impulse. Regardless, Impulse still remains a valuable tool for Commander players because decks can only run one copy of each card.
