Impeding Bay Bridge Traffic

During the week have you ever crossed the Bay Bridge going into San Francisco? Did you notice the abundance of cars parked off to the side, on the shoulders for example. The last time I went through that area it was before 10:00 a.m. What are they doing impeding traffic? apparently not according to the link in today's S.F. Chronicle they are waiting for the end of the morning commute so they will be subjected to a $4.00 toll as opposed to a $6.00 toll.

If you can afford to drive you can pay the toll, as opposed to obstructing traffic, and of course the Highway Patrol with they warn of a costly ticket if issued....kind of reminds of their rhetoric regarding the numerous accidents on the s-curve, prior to stepping up their enforcement efforts.
