Illinois HB997 introduced 1/29/2013 by Rep. Brandon W. Phelps started out as a bill to effect concealed carry under Illinois law pursuant to the December 14, 2012 7th Circuit Court of Appeals decision. The 7th Circuit Court of Appeal’s decision declared Illinois’ ban on concealed carry to be unconstitutional and gave Illinois 180 days to come up with a legislative solution, or the court would impose a solution with respect to the Second Amendment.
Illinois is a liberal state and HB997 fully reflects that leftest/communist bent. In urban Illinois, firearms ownership is the venue of the uncivilized and uncultured American hick. Firearms owners are aberrant savages to be feared, reviled and shunned by sensible society. Or, so the ruling liberal Democrats of Illinois think in their liberal minds. Minds that when they are not reviling gun owners delight in the death of millions of the unborn and the trampling of our sovereignty by illegal aliens who are here, because of the slaughter of the unborn American. Someone has to fill the job slot of those killed, so illegals are now surrogates for what was rightfully the jobs of those unborn. And, yes, low paying jobs, as that is how we all start out and get a work history. At least it used to be so.
With each amendment, HB997, becomes even more restrictive. Given the Amendments to this bill, what is the point? HB997 is so restrictive, that one cannot carry. To carry in a vehicle, the firearm has to be in a locked carrying case. There are no areas where one can carry under this bill. It is a fine example of the respect for the Second Amendment by the legislators of Illinois.
Illinois Rep. Barbara Flynn Curie has been incredibly diligent in amending the bill to the point of the bill becoming useless. Rep. Curie proposes that an Illinois resident desiring a concealed carry permit be required to undergo a 20 hours of classroom instruction, 20 hours of firing range instruction, with a requirement of an additional 5 hours classroom and 5 hours firing range instruction all administered under the auspices of the Illinois State Police. Her amendment even defines the course of fire, for which I am certain she and her staff are well qualified to determine–not. Her amendments would bar qualified civilian instructors from giving the courses, thereby imposing an undue burden upon what are certainly stressed state police resources in this time of financial duress. This amendment was designed to make getting a permit almost impossible, not to mention taking valuable police resources away from policing criminals. Typical liberal thinking.
Another amendment on the part of Rep. Currie prohibits carry in and around government buildings and court houses. More gun free zones to the benefit of criminals. Although, court houses have metal detectors these days.
Rep. Lou Lang’s amendment adds the burden of municipalities and counties being able to legislate more restrictions upon permit holders. Thereby, insuring that if the bill passes with his amendment, the liberals in the cities and counties will have a shot at stopping lawful concealed carry. This amendment would ensure that these liberal enclaves would remain criminal safe zones.
Rep. Naomi Jakobsson’s amendment allows schools, universities, and colleges to enact regulations prohibiting the carry of firearms in and around these facilities. This amendment would ensure that these facilities are available to any nut case who decides to massacre innocents by continuing gun free zones that are nothing more than criminal safe zones. You college girls that voted for Obama who are raped or assaulted, just remember, you voted for it.
Rep. Michael J. Zalewski’s amendment prohibits carry into a school or day care facility or near such a facility. Apparently Rep. Zalewski was not paying attention to the Sandy Hook massacre. Gun free zones kill kids by allowing only those intending to do harm to be armed.
The impact of the amendments and of HB997 in its original form is simply a demonstration of the extremism of the liberal mindset where the Second Amendment is concerned. There is no compromise, there is no reason, there is only absolutism.
