Five defendants face charges in Santa Ana stemming from an elaborate illegal towing operation.
Patrick Tocher is accused of owning both Security Towing and Night and Day Security. He is accused of operating both companies out of the same tow yard in Santa Ana, California. Patrick allegedly instructed employees of Night and Day Security to authorize towing on behalf of property owners, although the property owners were not present and had not given written permission for the towing. The vehicles were then towed by Security Towing.
Patrick allegedly failed to register both companies with the Employment Development Department. Employees were paid in cash, and Patrick is further accused of failing to provide employees with required tax documents or pay stubs.
Ernest Boone, Martha Boone, Edward Boone, and Arthur Boone are accused of acquiring both companies from Patrick in 2008. The Boones are accused of continuing the illegal business practices and seeking advice from Patrick who had moved to Hawaii but remained in contact.
Patrick faces over 20 felony counts including conspiracy, forgery, tax evasion, dissuading a witness, and unlawful taking of a vehicle. The Boones are charged with misdemeanor tax evasion, but are charged with felony counts of conspiracy, dissuading a witness, forgery, and the unlawful taking of a vehicle.
