The informant had written about an 18 year old that the system was refusing to release from custody.

On Tuesday, October 7, 2008 Lame Duck George W. Bush signed into law the Orwellian-named Fostering Connections to Success and Increasing Adoptions Act.
Among several things, the act....
-Allowing states to provide foster care supports and services to young people up to age 21. Translation- Collect their Social Security for three more years before dumping them on the street with no education, no skills.
The only law left is public opinion. You might be able to get a local TV investigative team to make the appropriate stink about it.
I also would love to make a general, de-personalized presentation of your story (the system is nasty about kid's names or pictures being used in their defense. Notice it's OK for the system to use their names and pictures when advertising them for sale).
It's an "I told you so last year" for me.
The system is hot on "emancipating" underage kids from their parents in order to harvest the Federal Funding.
As a father, I was well-informed that my kids could "flee" home when they were 16 if they didn't get their way.
