Hurricane Earl is back up to a Category 4 storm again with 135 mph winds on Wednesday with North Carolina's coast under a state of emergency. On September 1, a hurricane watch was issued for parts of Cape Cod, MA and the islands and a tropical storm watch is now in effect for Rhode Island

The latest from the National Hurricane Center includes a hurricane watch for the area from Woods Hole to Sagamore Beach, including Nantucket and Martha's Vineyard. A tropical storm watch covers the area from Sandy Hook, N.J. to Woods Hole, MA and also includes Block Island, RI and Long Island Sound.

WJAR 10 reports that Governors from both Rhode Island and Massachusetts are keeping a close eye on the forecast. Rhode Island Gov. Don Carcieri said state and federal officials are preparing for the possibility of the storm affecting Rhode Island by the week's end.

The next day will be critical because if Hurricane Earl keeps heading east, the state should be spared storm damage. A shift to the west could mean big problems.

The latest from The Weather Channel on Hurricane Earl: As of 5 pm EDT Wednesday Hurricane Earl was located about 630 miles south-southeast of Cape Hatteras, North Carolina with top winds near 155 mph. Hurricane Earl could threaten the Northeast and New England coasts late Friday or Friday night and could move over the Maritimes provinces of Canada on Saturday.
