Howard Alum tapped by Obama to head CSOSA

United States President Barack Obama has decided to go within CSOSA to appoint its next director.   Nancy M. Ware, who currently serves as Management Analyst for the Court Services and Offender Supervision Agency (CSOSA) here in the District of Columbia, has been named by the President to run the massive organization.  Ware received the news from D.C. Congresswoman Eleanor Holmes Norton (D) Tuesday.

Nancy Ware was nominated by Congresswoman Norton because Presidents Obama [and Clinton] both have extended the senatorial courtesy to Congresswoman Norton in recommending federal district court judges and other important federal law enforcement officials in the District.

"Nancy Ware has spent much of her career assisting District and federal law enforcement agencies resolve issues created by the unique interlocking relationship between the District and federal criminal justice systems,” Norton said in a press conference.  “Her decades of deep experience in developing and implementing programs, as well as in managing multi-million dollar budgets and employees, make her ideally suited to lead CSOSA."

“I think Ware would make a good selection,” said Marcus Owen, a returning citizen who follows local politics.  “She’s been involved with the justice system in various areas for a long time and understands the politics that comes with the job.”

In her current position, she has written CSOSA’s five-year strategic plan mandated by Congress.  To carry out this task, she evaluates each department--from community supervision to information technology--and works with them to develop objectives and performance metrics.

Prior to CSOSA, Ware served Executive Director for the District of Columbia Criminal Justice Coordinating Council (CJCC) for eight years.  In that capacity she developed an infrastructure to support law enforcement, juvenile justice, and other criminal justice branches. 

Ware had various local committees/departments under her care:  Reentry, Juvenile Justice, Truancy, JUSTIS (Justice Information System) Enhancements, Central Booking, GunStat, Papering Reform, In-Custody Treatment Program, Substance Abuse/Mental Health Services Integration, Warrants, and Continuity of Operations Planning. 

The CJCC, is an independent agency established by Congress, whose members include the U.S. Attorney for the District of Columbia, the D.C. police chief and other city officials, the director of the Federal Bureau of Prisons and the chairman of the U.S. Parole Commission.

Nancy M. Ware has formerly worked the Department of Justice Executive Office for Weed and Seed, the Bureau of Justice Assistance in the Office of Justice Programs, the Rainbow Coalition, the Citizenship Education Fund, and the District of Columbia Mayor's Youth Initiatives Office

A returning citizen who's under the supervision of CSOSA said outside DC police headquarters, "I don't know who Ware is, but I ain't got no problem with CSOSA, I just don't want them to make any big changes becasue what they are doing is working for me."  He added that he's in a substance abuse program, employed, and complies with all the rules of CSOSA.

Nancy Ware holds a B.A. and a M.Ed. from Howard University.
