You said the words ' controlled environment '
That is not what street racers want. Build pieces of land everywhere, pave lots of 1 mile + strips on it, have everyone sign a form when they enter that you aren't responsible for anything they do, and that's it. Then it would be similar to the street. Or local authorities can cordon off some section of road for them to do it at night.
Track or street you still risk, but being controlled by rules of a track is a major deterrence for most racers, plus the fees to get in and the limited times it's open, etc.
