The IRS e-file won’t officially open until January 31, 2013, but many Tax Web sites are all ready to accept customer returns.
The delay from the IRS is due to the government shut down in 2013 and most tax payers will not be able to e-file until the 31st of January but you can plan ahead and prepare your taxes now in order to file on pre-file now.
While many tax payers will not receive all of their tax documents until later in the month of February, those who have received their items early in January can get ready to file their taxes online.

If you owe money to the IRS and you submit your return in the middle of January, you do not have to pay your balance due until the filing deadline in mid-April.
