HAARP, the High-frequency Active Auroral Research Project, is like one giant antenna, steerable, emitting 3.6 million watts according to a History Channel report on HAARP.

According to the History Channel program on HAARP:
HAARP is the equivalent of 72,000 radio stations emitting 50,000 watts, injecting there entire output, ELF waves, onto targeted areas. It beams the energy up to one tiny patch of the atmosphere, up to the ionosphere where it is reflected back to Earth and with associated technology, strikes with pinpoint accuracy.
The U.S. military denies these allegations and say HAARP is simply to study physical properties and behaviors of the ionosphere. Study, or research, however, often involves testing.
Reputable scientists claim that HAARP is heating the ionosphere and pushing it up into space, indirectly affecting the Earth's jet stream.
"If you push the ionosphere out into space, then the stratosphere, just below the ionosphere, has to move to fill in that gap," stated Dr. Brooks Agnew.
"When it moves, it could pull the jetstream with it, thus re-routing it for hundreds of miles, changing the way water moves through our atmosphere."
HAARP is jointly funded by the US Air Force, the US Navy, the University of Alaska and the Defense Advanced Research Projects Agency (DARPA). Disinformation?
Former major news reporter Vic Livingston wrote that the History Channel description of the technology is disinformation.
According to Livingston and others:
"This is a scalar microwave radio frequency weapon, using phased array antennae spread over many acres. The intersection of scalar (or longitudinal) waves CREATES energy from a near-zero degree vaccum state, and the amount of energy created can be controlled by adjusting up or down the amplitude of the beam waves.
And many of those skeletal Delta-T 'cell towers' you see everywhere in America constitute the "Son of HAARP."
