Hooded Horror is a new black uncommon "Magic: The Gathering" card from the "Eternal Bargain" deck of Wizards of the Coast's "Commander (2013 Edition)." This creature may not look too impressive, however it can eat a chunk of the most intimidating player's life total each turn.

Hooded Horror can't be blocked if defending player controls the most creatures or is tied for the most.
Insidious fear can be the undoing of the greatest armies.
Games of Commander can quickly escalate to ridiculous board states. When everyone has 10 or more scary creatures on the battlefield and nobody's willing to attack one another for fear of not being able to take another turn, Hooded Horror will allow you to break through your strongest enemy's defenses. Other players won't mind that you're going after the "big guy" at the table, especially if they don't have a way of hitting them.
Hooded Horror's drawback is that it won't be unblockable unless the person you are attacking is the one with the most creatures or is tied for the most. That means if you control more creatures than any other player it'll be blockable by all of your opponents. Additionally, there's situations where you might not want to go after the player with the most creatures. What if you've been playing politics with that person and have formed an alliance to wipe out all the other people int he game? While Hooded Horror is a solid card for the commander preconstructed decks, five mana for a 4/4 creature with an ability that's only relevant some of the time isn't exactly the most exciting for a format that has access to the most powerful cards in the game.
