Homeowners Associations maintain their communities despite financial challenges

It is always a joy reading the monthly report detailing the business end of the local homeowner's association. There seems to be more and more foreclosures every month, yet the lawn still needs to be mowed, the pool cleaned, and the area secured. Sometimes, it doesn't seem like there is enough time, energy, or money to accomplish these tasks.


“Homeowner associations are struggling to address maintenance issues during tough economic times when units may be in foreclosure and association fees are dwindling”, reports Linda Hoy, President of Hoyco Construction. “Those associations with active boards who focus on solving problems and are creative are keeping their communities safe and desirable”, says Linda.

Southern Nevada, just as Southern Florida,  has been hit hard and is experiencing one of the highest foreclosure rates in the country. “The ability of homeowner boards to continue to do their job while lacking the financial resources to pay for all but the most critical items is a challenge”, notes Linda. “Those boards and the communities that are faring best are the ones that have found ways to get the job done despite the lack of funding. There are a number of things effective boards are doing to keep up their communities including: determining if maintenance issues are related to original construction; getting board members and homeowners to voluntarily put in time in policing and maintaining common areas; ensuring that schedules for maintenance are not ignored because of lack of funds; partnering with construction companies to obtain free or low cost maintenance in return for providing business to those companies for legitimate repair work needed” says Linda.

“In the end homeowner associations reflect the people on the board and in the community. The ones who are resourceful and work hard to keep their communities safe and maintained are generally the ones that really care and have people who will get involved” says Linda.

Being a part of a board of directors is a very rewarding, though thankless position. When you look around and realize that at an advertised monthly meeting in a community of 254 homes, only three people bothered to show up, it is very disheartening. Then, you realize that those three people have taken time out of their own schedule to dedicate time to the needs of the community as a whole, you realize that there may still be hope in the world, no matter how dim it appears at the time.
